【摘要】：目前,我國(guó)政府大力推廣PPP項(xiàng)目,PPP模式迎來新一輪熱潮。然而,公共部門認(rèn)為私人部門擁有權(quán)力會(huì)產(chǎn)生機(jī)會(huì)主義行為影響履約效率,致使公共部門讓權(quán)不足的問題突出,進(jìn)而影響了公私雙方之間的合作效率,折減了私人部門努力履約的意愿。因此,有必要揭示PPP項(xiàng)目控制權(quán)對(duì)履約績(jī)效的作用機(jī)理,鼓勵(lì)公共部門向私人部門讓渡控制權(quán)。本文基于已有的研究成果提出PPP項(xiàng)目控制權(quán)、合作、履約績(jī)效之間的理論假設(shè)模型,并在天津、山東、河北等地進(jìn)行問卷調(diào)查,共計(jì)收集有效數(shù)據(jù)182份。采用結(jié)構(gòu)方程模型進(jìn)行數(shù)據(jù)分析,運(yùn)用SPSS19.0軟件對(duì)量表的信度和效度進(jìn)行檢驗(yàn),AMOS22.0軟件對(duì)研究假設(shè)進(jìn)行驗(yàn)證分析。研究結(jié)果顯示:1)再談判的控制權(quán)、價(jià)格調(diào)整的控制權(quán)、收益分配的控制權(quán)對(duì)履約績(jī)效都有顯著的直接影響,其中收益分配的控制權(quán)的影響更加顯著;2)再談判的控制權(quán)、價(jià)格調(diào)整的控制權(quán)、收益分配的控制權(quán)對(duì)履約績(jī)效既有直接影響,也通過合作的中介作用產(chǎn)生間接影響。本文引入合作作為PPP項(xiàng)目控制權(quán)對(duì)履約績(jī)效影響的中介變量,分析了PPP項(xiàng)目控制權(quán)對(duì)履約績(jī)效影響的路徑,并揭示了兩者間的作用機(jī)理。除此以外,本文采用實(shí)證分析的方式對(duì)PPP項(xiàng)目控制權(quán)、合作、履約績(jī)效之間的關(guān)系進(jìn)行了必要的論證,為鼓勵(lì)公共部門向私人部門讓渡控制權(quán)提供了借鑒和支持。
[Abstract]:At present, our government vigorously popularizes the PPP model and ushered in a new upsurge. However, the public sector believes that the private sector has the power to produce opportunistic behavior to affect the efficiency of performance. The lack of power in the public sector has been highlighted, which in turn has affected the efficiency of cooperation between public and private parties and reduced the willingness of the private sector to work towards compliance... It is necessary to reveal the mechanism of PPP project control on performance performance, encourage the public sector to transfer control to the private sector. Based on the existing research results, this paper proposes the PPP project control, cooperation. The theoretical hypothesis model between performance performance and questionnaire survey in Tianjin, Shandong, Hebei and other places, a total of 182 valid data were collected. Structural equation model was used to analyze the data. SPSS19.0 software was used to test the reliability and validity of the scale. AMOS22.0 software was used to verify and analyze the research hypotheses. The control right of price adjustment and the control right of income distribution have significant direct influence on the performance performance, and the influence of the control right of income distribution is even more significant. 2) the right of control over renegotiation, the right of control of price adjustment and the right of control of income distribution have direct influence on performance performance. This paper introduces cooperation as an intermediary variable of PPP project control to influence performance performance, and analyzes the path of PPP project control influence on performance performance. In addition, this paper uses empirical analysis to demonstrate the relationship among control, cooperation and performance of PPP projects. To encourage the public sector to transfer control to the private sector to provide reference and support.
