政府主導(dǎo)下的幼兒園集團化發(fā)展研究

【摘要】:學(xué)前教育是國民教育體系的重要組成部分,是重要的社會公益事業(yè)。學(xué)前教育納入義務(wù)教育階段是未來的必然和趨勢,符合廣大人民群眾的根本利益。要想建立更加完善的學(xué)前教育公共服務(wù)體系,發(fā)展一批高質(zhì)量、普惠性的公益性幼兒園,可以嘗試改革傳統(tǒng)辦園體制,走集團化發(fā)展的辦園模式,規(guī)范管理、提高質(zhì)量、促進學(xué)前教育均衡發(fā)展,構(gòu)建“廣覆蓋、;尽钡氖聵I(yè)發(fā)展格局,從根本上解決“入優(yōu)質(zhì)園難、入優(yōu)質(zhì)園貴”問題,促進學(xué)前教育公平。筆者通過對本市教育主管部門負責(zé)人的深入訪談,獲悉本市已經(jīng)出臺相關(guān)方案,未來也準備將幼兒園集團化發(fā)展、連鎖式經(jīng)營模式引入本市幼兒園,進一步提升全市幼兒園整體建設(shè)水平,打造幼兒園集團化發(fā)展、連鎖式經(jīng)營的核心競爭力,真正促進教育公平,使廣大市民能夠享受到優(yōu)質(zhì)的學(xué)前教育資源,把學(xué)前教育當(dāng)作一項社會公益事業(yè)來做。經(jīng)過調(diào)查研究,了解到本市幼兒園集團化發(fā)展存在著公辦幼教集團數(shù)量極少、企業(yè)幼教集團自身發(fā)展困難、民辦幼教集團發(fā)展不成規(guī)模等困境,分析其原因,幼兒園集團化發(fā)展受政府主導(dǎo)、財政投入、體制、機制等因素制約。筆者還了解到政府在推進幼兒園集團化發(fā)展中部分政策未能完全“落地”,部分設(shè)想未能完全付諸行動。筆者最終結(jié)合實際針對幼兒園集團化發(fā)展向政府層面提出了明確發(fā)展的必要性、做好頂層設(shè)計、加大財政投入、保證學(xué)前教育質(zhì)量與規(guī)模協(xié)同發(fā)展、保證幼兒園集團化發(fā)展的教育質(zhì)量等建議,并重點提出了加入集團化幼兒園和普惠制幼兒園要建立相應(yīng)準入制度的建議,為實現(xiàn)本市及其它地區(qū)幼兒園集團化發(fā)展提供指導(dǎo)依據(jù)和參考。
[Abstract]:Preschool education is an important part of the national education system and an important public welfare undertaking. It is inevitable and trend for preschool education to be included in the compulsory education stage in the future. In line with the fundamental interests of the broad masses of the people, if we want to establish a more perfect public service system for preschool education and develop a number of high-quality and inclusive public welfare kindergartens, we can try to reform the traditional kindergarten system. Take the management mode of group development, standardize the management, improve the quality, promote the balanced development of preschool education, construct the development pattern of "wide coverage, guarantee the basic", and fundamentally solve the problem of "difficult to enter the high-quality garden, to enter the high-quality garden expensive". To promote the equity of preschool education. Through the in-depth interview with the person in charge of the city's competent education department, the author learned that the city has issued relevant plans, and that in the future, it is also preparing to develop kindergartens as a group, and the chain management model will be introduced into the city's kindergartens. To further enhance the overall level of kindergarten construction in the city, to create the core competitiveness of kindergarten collectivization and chain management, to truly promote education equity, and to enable the general public to enjoy high-quality pre-school education resources. Take preschool education as a social welfare undertaking. Through investigation and study, we know that there are very few public preschool education groups in the development of kindergartens in this city, and it is difficult for enterprise preschool education groups to develop themselves. The difficulties such as the development of private preschool education groups are not on a scale, and the reasons are analyzed. The development of kindergartens' collectivization is dominated by the government, with financial input and system. The author also understands that some policies of the government in promoting the development of kindergarten collectivization have not completely "landed", and some assumptions have not been fully put into practice. Finally, the author combines the actual situation with the issue of kindergarten collectivization. The need for clear development was raised at the government level. Such suggestions as doing a good job of top-level design, increasing financial input, ensuring the coordinated development of pre-school education quality and scale, and ensuring the educational quality of kindergarten group development, It also puts forward the suggestion of establishing the corresponding admission system for joining the collectivized kindergartens and GSP kindergartens so as to provide the guidance and reference for the realization of the collectivization development of kindergartens in this city and other regions.
