【摘要】：教育基建項目存在建設(shè)規(guī)模大、周期長、消耗資本大、技術(shù)復(fù)雜、參預(yù)人員多以及社會影響大等特征。并且，現(xiàn)階段教育基建相關(guān)部門普遍存在大范圍教育基建項目建設(shè)時質(zhì)量管控缺乏經(jīng)驗的問題，，基建工程控制專業(yè)管理者稀缺，在工程建設(shè)期間內(nèi)，工程的建設(shè)質(zhì)量不能獲得有效保障。所以，大規(guī)模教育基建項目的質(zhì)量管控任務(wù)成為盤錦市教育基建項目工作的主要控制性任務(wù)之一，同時也是管控的一大難點。學(xué)校是教育基建項目建設(shè)的業(yè)主與投資主體，工程質(zhì)量監(jiān)控貫通于決策、設(shè)計、建設(shè)等工程執(zhí)行的不同時期，學(xué)校基建決策者選擇哪種科學(xué)的措施對工程質(zhì)量給予監(jiān)控，對工程管控方針的實施有直接影響，成為教育基建項目建設(shè)能否獲得勝利的樞紐。 參考全面工程質(zhì)量管理的有關(guān)知識和項目業(yè)主工程質(zhì)量管理的責(zé)任與義務(wù)，經(jīng)過對盤錦市教育基建項目質(zhì)量管控的重要特征、質(zhì)量組成、方針要求以及控制對象進行剖析，討論了盤錦市教育基建項目執(zhí)行過程中不同時期質(zhì)量監(jiān)控的重點。之后，詳細對基建工程建設(shè)流程不同時期質(zhì)量管理中易出現(xiàn)的缺陷展開了剖析與探討，指出了處理這些缺陷的方法和步驟。并以盤錦遼河石油職業(yè)技術(shù)學(xué)院圖書館工程建設(shè)為例，參照盤錦遼河石油職業(yè)技術(shù)學(xué)院新校區(qū)建設(shè)工程質(zhì)量管控的經(jīng)歷，采用工程管理的原理與措施，詳細討論了學(xué)校新校區(qū)建設(shè)工程實施期間（設(shè)計環(huán)節(jié)、招投標(biāo)環(huán)節(jié)、建設(shè)環(huán)節(jié)）業(yè)主是選用哪種方式對工程展開質(zhì)量監(jiān)控。并在工程執(zhí)行的不同環(huán)節(jié)對幾種數(shù)學(xué)方法和質(zhì)量監(jiān)控措施進行了實際利用。首先，在項目設(shè)計環(huán)節(jié)選擇層次分析法對設(shè)計公司擇優(yōu)選�。黄浯�，在項目招投標(biāo)環(huán)節(jié)選用灰局勢決策綜合評估法科學(xué)選定建筑公司；第三，在項目建設(shè)環(huán)節(jié)選擇因果分析圖法對工程的分項活動進行質(zhì)量的管控。最后，對決策環(huán)節(jié)與完工應(yīng)用環(huán)節(jié)的質(zhì)量監(jiān)控作了簡略的論述。
[Abstract]:Education infrastructure project construction of large scale, long cycle, large capital consumption characteristics and complex technology, participate in the personnel and the social impact of large. At the same time, at the present stage, there is a widespread lack of experience in the quality control and management of infrastructure projects during the current stage of education infrastructure construction. There is a shortage of professional managers in capital construction control. During the period of construction, the quality of engineering construction can not be effectively guaranteed. Therefore, the quality control and management task of large-scale education infrastructure projects has become one of the major control tasks of Panjin's education infrastructure projects, and is also a major difficulty of management and control. The school is the owner education infrastructure project construction and investment, engineering quality supervision through different stages in the decision-making, design, construction and project implementation, the infrastructure of the school decision-makers choose which kind of scientific measures to monitor the quality of the project, have a direct impact on the implementation of project management and control policy, become the education infrastructure project construction can win hub.
