我國學(xué)前教育公益普惠指數(shù)建構(gòu)與測評

【摘要】:堅持公益普惠是發(fā)展學(xué)前教育的基本原則。學(xué)前教育公益普惠指數(shù)反映的是不同時間或空間范圍內(nèi)學(xué)前教育公益普惠變動方向和變動程度的相對數(shù)。學(xué)前教育公益普惠指數(shù)包括普及面、受惠量、教育質(zhì)量三個維度,三個維度可以通過學(xué)前三年毛入園率、學(xué)前教育財政性經(jīng)費占學(xué)前教育總經(jīng)費的比例、生均學(xué)前教育經(jīng)費、師生比四個具體指標來表達。運用科學(xué)、適切的無量綱化、確定權(quán)重和合成指數(shù)的方法,對我國學(xué)前教育公益普惠指數(shù)進行測評,結(jié)果顯示,全國學(xué)前教育的公益普惠指數(shù)總體有所提升,但整體水平還較低;學(xué)前教育的公益普惠指數(shù)低于基礎(chǔ)教育其他階段的公益普惠指數(shù);城鄉(xiāng)間學(xué)前教育的公益普惠指數(shù)差距較大。
[Abstract]:Adhering to the basic principle of the development of preschool education. Preschool education public welfare inclusion index reflects the relative number of the change direction and degree of preschool education public welfare inclusion in different time or space range. The public welfare inclusion index of preschool education includes three dimensions: universal coverage, benefit volume and education quality. The three dimensions can be achieved through the gross admission rate of three years before school, the proportion of financial funds of pre-school education to the total funds of pre-school education, and the average pre-school education expenditure per student. The ratio of teachers to students is expressed by four specific indicators. By using the methods of science, dimensionality, weight determination and composite index, the public welfare inclusion index of pre-school education in China is evaluated. The results show that the public welfare inclusion index of pre-school education in the whole country has been improved. However, the overall level is still low; the public welfare inclusion index of preschool education is lower than that of other stages of basic education; the gap between urban and rural pre-school education public welfare inclusion index is large.
