構(gòu)建學前教育多元合作供給制度的理論分析——以“合作-收益”理論為視角

【摘要】:目前我國學前教育發(fā)展的問題突出表現(xiàn)在供給不足,學前教育需要探索新的供給制度。學前教育供給改革應該借鑒公共管理學的"合作-收益"理論,以政府學前教育公共財政為基礎,從而構(gòu)建政府、家庭和社會共同參與的新機制。學前教育多元合作供給模式需要堅持普及優(yōu)先、費用合理分擔、政府公共財政主導的原則,這將有助于政府、家庭和社會成本的節(jié)約和收益的共享,同時旨在實現(xiàn)學前教育產(chǎn)品的增量發(fā)展,契合學前教育發(fā)展的現(xiàn)實要求。
[Abstract]:At present, the problem of preschool education development in our country is that the supply is insufficient, and preschool education needs to explore a new supply system. The supply reform of preschool education should draw lessons from the theory of "cooperation and income" of public management, and take the public finance of pre-school education as the basis to construct a new mechanism for the participation of government, family and society. The multi-cooperative supply mode of preschool education needs to adhere to the principle of universal priority, reasonable cost sharing, and government public finance leading, which will help the government, family and society to save the cost and share the benefits. At the same time, it aims to realize the incremental development of preschool education products and meet the practical requirements of preschool education development.
