【摘要】：民國時期,上海對市立學(xué)校采取了不同于私立學(xué)校的直接管理模式,即以經(jīng)濟(jì)和人事管理為重心:在經(jīng)濟(jì)上,實(shí)行直接監(jiān)督與管理;在人事上,實(shí)行直接薪酬管理和對市校主要行政領(lǐng)導(dǎo)校長的直接職務(wù)管理。此外,在市校布點(diǎn)、招生等方面,也采取了若干直接干預(yù)措施。但直接管理絕不意味著市校被管得毫無生氣。恰恰相反,市校被明確賦予了比較充分的自主空間,尤其在對學(xué)校和學(xué)生發(fā)展具有相當(dāng)重要作用的教務(wù)與訓(xùn)育兩大方面,市校的選擇權(quán)利得到了比較充分的重視與尊重。這種直接型管理為主,同時留有一定自主空間的管理模式,使民國上海的市校同樣充滿了活力,也為上海教育行政本身節(jié)省了大量的人力、物力與財(cái)力,使之有可能真正承擔(dān)屬于其管轄范疇之內(nèi)的涉及全局性的重大責(zé)任。
[Abstract]:During the period of the Republic of China, Shanghai adopted a direct management mode different from the private school, which focused on economic and personnel management: in economy, direct supervision and management; in personnel, Implement direct compensation management and direct position management to the principal of the main administrative leadership of the city school. In addition, in the city school placement, enrollment and other aspects, has also taken a number of direct intervention measures. But direct management does not mean that the city school is inanimate. On the contrary, the city school is clearly endowed with sufficient independent space, especially in the two aspects of educational administration and discipline, which play an important role in the development of the school and the students, the right of choice of the city school has been fully valued and respected. This direct type of management, with a certain amount of independent space left in the management mode, made the city schools of the Republic of China full of vitality, and saved a great deal of manpower, material and financial resources for the Shanghai education administration itself. Make it possible for it to truly take on major, global responsibilities that fall within its jurisdiction.
