【摘要】：蒙藏委員會是南京國民政府時期主管蒙藏地區(qū)事務(wù)的中央機關(guān)。其主要職能是按照訓(xùn)政計劃要求推進(jìn)蒙藏地區(qū)的一應(yīng)行政改革事項,其中扶植蒙藏地區(qū)的教育發(fā)展是其首要任務(wù)。蒙藏委員會對蒙藏教育在訓(xùn)政時期各階段的推進(jìn)過程做了詳細(xì)的規(guī)劃部署,由其直接舉辦并取得一定成績的蒙藏教育事業(yè)計有蒙藏邊區(qū)學(xué)生之招收、保送及救濟(jì);蒙藏學(xué)生升入內(nèi)地各級學(xué)校之預(yù)備教育;蒙藏邊區(qū)學(xué)校之籌辦等。然而由于蒙藏委員會的職能賦予過于寬泛,實際權(quán)力授予無法與之相匹配,加之特殊歷史背景下邊疆問題的復(fù)雜性,使得其不能有針對性地、有效地推進(jìn)蒙藏地區(qū)教育事業(yè)的發(fā)展。
[Abstract]:The Mongolian and Tibetan Committee was the central organ in charge of Mongolian and Tibetan regional affairs during the period of Nanjing National Government. Its main function is to promote an administrative reform in Mongolia and Tibet according to the requirements of the political training plan, in which supporting the development of education in Mongolia and Tibet is its primary task. The Mongolian and Tibetan Commission has made detailed plans and arrangements for the promotion of Mongolian and Tibetan education in each stage of the political training period. The Mongolian and Tibetan education undertakings, which are directly organized and achieved certain achievements, include the admission, protection and relief of students in the Mongolian and Tibetan border areas; the preparatory education for Mongolian and Tibetan students to enter schools at all levels in the mainland; and the preparation of schools in the Mongolian and Tibetan border areas. However, because the function of the Mongolian and Tibetan Commission is too broad, the actual power grant can not match it, coupled with the complexity of the border problems under the special historical background, it can not effectively promote the development of education in Mongolia and Tibet.
