中小學(xué)布局結(jié)構(gòu)調(diào)整對(duì)甘肅農(nóng)村地區(qū)義務(wù)教育發(fā)展影響研究

【摘要】:本世紀(jì)初開(kāi)始,我國(guó)大范圍實(shí)施農(nóng)村地區(qū)義務(wù)教育布局結(jié)構(gòu)調(diào)整,這一決策適應(yīng)了我國(guó)城鄉(xiāng)經(jīng)濟(jì)社會(huì)發(fā)展的變化,促進(jìn)了農(nóng)村義務(wù)教育階段教育資源的有效配置和利用,提高了農(nóng)村教育水平,滿足了廣大農(nóng)民子女接受優(yōu)質(zhì)教育的愿望,推動(dòng)了城鄉(xiāng)義務(wù)教育均衡發(fā)展。但客觀上出現(xiàn)或存在的學(xué)生上學(xué)距離遠(yuǎn)、家長(zhǎng)經(jīng)濟(jì)負(fù)擔(dān)增加、農(nóng)村專任教師缺乏、留守兒童親情缺失、關(guān)愛(ài)缺乏等問(wèn)題,也給進(jìn)一步實(shí)施布局調(diào)整帶來(lái)了負(fù)面的影響。 本文采用理論研究與實(shí)際調(diào)研、試卷調(diào)查相結(jié)合的方法,對(duì)布局結(jié)構(gòu)調(diào)整的背景、意義、研究方法、研究對(duì)象以及概念、特征等進(jìn)行了綜述分析,對(duì)與甘肅鄰近的青海省布局調(diào)整工作進(jìn)行了對(duì)比分析,對(duì)甘肅省酒泉市金塔縣、慶陽(yáng)市西峰區(qū)和隴南市文縣布局結(jié)構(gòu)調(diào)整進(jìn)行實(shí)證研究,最后分析探討了甘肅省布局結(jié)構(gòu)調(diào)整實(shí)施效果及存在問(wèn)題并提出其可持續(xù)發(fā)展的對(duì)策建議。 本文認(rèn)為,下一步必須正確認(rèn)識(shí)、科學(xué)進(jìn)行布局結(jié)構(gòu)調(diào)整,通過(guò)加強(qiáng)農(nóng)村教師隊(duì)伍建設(shè)、加大教育信息化力度、探索辦學(xué)新模式來(lái)切實(shí)提高農(nóng)村教育質(zhì)量,通過(guò)不斷增加公用經(jīng)費(fèi)、完善公用經(jīng)費(fèi)管理辦法、探索農(nóng)村學(xué)校教師編制管理辦法和加大貧困生補(bǔ)助力度等途徑增加對(duì)農(nóng)村教育的投入,從以人為本的理念提出盡可能就近入學(xué)、劃定學(xué)校服務(wù)半徑,恢復(fù)重建教學(xué)點(diǎn)或村小,合理利用閑置校產(chǎn),使得布局調(diào)整更為科學(xué)有效,最后就探索完善布局結(jié)構(gòu)調(diào)整政策、提高農(nóng)村義務(wù)教育管理水平,統(tǒng)籌城鄉(xiāng)教育資源、推動(dòng)教育均衡發(fā)展提出了合理的建議。
[Abstract]:Since the beginning of this century, China has carried out the structural adjustment of compulsory education in rural areas on a large scale, which has adapted to the changes in the economic and social development of China's urban and rural areas, and has promoted the effective allocation and utilization of educational resources in the stage of compulsory education in rural areas. It improves the level of rural education, satisfies the desire of farmers' children to receive high quality education, and promotes the balanced development of compulsory education in urban and rural areas. However, some problems, such as the distance to school, the increasing financial burden of parents, the lack of full-time teachers in rural areas, the lack of family affection of left-behind children, the lack of love and care, have also brought negative effects to the further implementation of the layout adjustment. In this paper, the background, significance, research method, research object, concept and characteristics of the layout structure adjustment are summarized and analyzed by the method of combining theoretical research with practical investigation and examination paper investigation. This paper compares and analyzes the layout adjustment work of Qinghai Province adjacent to Gansu Province, and makes an empirical study on the layout structure adjustment of Jinta County, Xifeng District of Qingyang City and Wen County of Longnan City in Jiuquan City, Gansu Province. Finally, the effect and existing problems of the adjustment of the layout structure in Gansu Province are analyzed and discussed, and the countermeasures and suggestions for its sustainable development are put forward. This paper holds that the next step must be to correctly understand, scientifically adjust the layout structure, strengthen the construction of rural teachers, strengthen the informationization of education, and explore a new mode of running a school to improve the quality of rural education. By continuously increasing public funds, perfecting the management methods of public funds, exploring the methods of managing the establishment of teachers in rural schools and increasing the subsidies for poor students, and so on, we should increase the investment in rural education. According to the idea of "people-oriented", this paper puts forward the idea of getting into school as close as possible, delimiting the radius of school service, restoring the teaching point or village, making rational use of idle school property, making the layout adjustment more scientific and effective, and finally exploring and perfecting the policy of structural adjustment of layout. To improve the management level of rural compulsory education, to coordinate urban and rural educational resources, and to promote the balanced development of education, some reasonable suggestions are put forward.
