【摘要】：教育公平是社會(huì)公平的起點(diǎn)，義務(wù)教育公平是教育公平的基礎(chǔ)；“國運(yùn)興哀系于教育”，首先系于義務(wù)教育。確保義務(wù)教育支出公平對(duì)促進(jìn)整個(gè)社會(huì)的可持續(xù)發(fā)展、對(duì)和諧社會(huì)的構(gòu)建都具有重要的作用。 自2006年我國實(shí)施農(nóng)村義務(wù)教育經(jīng)費(fèi)保障新機(jī)制以來，我國在義務(wù)教育支出的東中西部之間的差距以及城鄉(xiāng)之間的差距得到了一定程度的縮小，，但這種差距依然存在。 本文從義務(wù)教育支出的地區(qū)差異和城鄉(xiāng)差異出發(fā)，研究我國自2006年農(nóng)村義務(wù)教育經(jīng)費(fèi)保障新機(jī)制以來的義務(wù)教育支出情況，在揭示出我國義務(wù)教育支出不公平狀態(tài)的同時(shí)，分析其不公平的原因，最后聯(lián)系我國具體實(shí)際情況，借鑒國際成功經(jīng)驗(yàn)，從充分發(fā)揮政府財(cái)政職能的角度出發(fā)，提出能推進(jìn)我國義務(wù)教育財(cái)政資金公平配置的相關(guān)措施，以期解決目前的實(shí)際問題。 本文共分五章。第一章緒論。主要闡述了本文的研究背景、研究意義以及現(xiàn)階段的研究成果。第二章：義務(wù)教育支出公平的理論基礎(chǔ)。第三章：我國義務(wù)教育支出不公平的現(xiàn)狀及其原因分析。第四章：促進(jìn)義務(wù)教育支出公平的國際經(jīng)驗(yàn)借鑒。第五章：實(shí)現(xiàn)我國義務(wù)教育支出公平目標(biāo)的政策建議。
[Abstract]:Education equity is the starting point of social equity, and compulsory education equity is the basis of education fairness. "National prosperity depends on education", first of all, compulsory education.To ensure the fair expenditure of compulsory education plays an important role in promoting the sustainable development of the whole society and building a harmonious society.Since the implementation of the new mechanism of rural compulsory education funds guarantee in 2006, the gap between the central, western and eastern regions of compulsory education expenditure and the gap between urban and rural areas have been narrowed to a certain extent, but this gap still exists.Starting from the regional and urban and rural differences of compulsory education expenditure, this paper studies the situation of compulsory education expenditure since the new mechanism of rural compulsory education funds guarantee in 2006, which reveals the unfair state of compulsory education expenditure in China.This paper analyzes the reasons of its unfairness, and finally combines the actual situation of our country, draws lessons from the international successful experience, from the angle of giving full play to the government's financial function, and puts forward some relevant measures to promote the fair allocation of financial funds of compulsory education in our country.In order to solve the current practical problems.This paper is divided into five chapters.The first chapter is introduction.This paper mainly describes the research background, research significance and current research results.Chapter two: the theoretical basis of the fair expenditure of compulsory education.Chapter three: the current situation and reasons of the unfair expenditure of compulsory education in China.Chapter four: the international experience of promoting the fair expenditure of compulsory education.Chapter V: policy recommendations for achieving the goal of fair expenditure of compulsory education in China.
