【摘要】:遠(yuǎn)程教育的發(fā)展已經(jīng)成為全球性的大趨勢(shì),許多國(guó)家的政府都把發(fā)展遠(yuǎn)程教育作為重要的戰(zhàn)略決策,制定專門的計(jì)劃,并組織實(shí)施,F(xiàn)在,已經(jīng)有一百多個(gè)國(guó)家開展遠(yuǎn)程教育。遠(yuǎn)程教育作為一種新的教育理念,對(duì)于學(xué)習(xí)型社會(huì)的建立具有重要作用。為了促進(jìn)我國(guó)遠(yuǎn)程教育事業(yè)的發(fā)展,一直以來,政府都在大力扶持,但是目前在扶持過程中出現(xiàn)了一些問題,這些問題嚴(yán)重影響了政府的扶持效力和遠(yuǎn)程教育的健康發(fā)展。本研究旨在分析目前政府扶持過程中存在的一些問題,提出合理性建議,使遠(yuǎn)程教育實(shí)現(xiàn)更好的發(fā)展。 首先,明確研究對(duì)象和相關(guān)理論。在明確遠(yuǎn)程教育和政府定義、特點(diǎn)的同時(shí),研究了二者之間的關(guān)系,并以政府教育服務(wù)職能理論、公共管理學(xué)理論、社會(huì)化服務(wù)理論作為本文的理論支撐。 其次,建立了我國(guó)政府對(duì)遠(yuǎn)程教育扶持的評(píng)價(jià)體系,并選取代表性的地區(qū)實(shí)施評(píng)價(jià),,采用的方法是模糊綜合評(píng)價(jià)法,利用這一方法綜合評(píng)價(jià)了我國(guó)政府對(duì)于不同地區(qū)、不同學(xué)歷層次遠(yuǎn)程教育的扶持情況。 再次,分析現(xiàn)狀問題及其原因。在對(duì)我國(guó)代表性地區(qū)進(jìn)行模糊綜合評(píng)價(jià)的基礎(chǔ)上,總結(jié)出目前我國(guó)政府在扶持遠(yuǎn)程教育過程中所存在的普遍性問題,并進(jìn)行了相應(yīng)的原因分析。 最后,探討解決問題。根據(jù)通過模糊綜合評(píng)價(jià)得到的政府在扶持過程中存在的一些問題,結(jié)合我國(guó)政府的職能和我國(guó)遠(yuǎn)程教育的發(fā)展情況,提出了加強(qiáng)政府扶持遠(yuǎn)程教育的合理性建議,主要包括優(yōu)化資金支持、建立法律扶持、加大技術(shù)扶持、健全社會(huì)化服務(wù)體系等方面。
[Abstract]:The development of distance education has become a global trend. Many governments regard the development of distance education as an important strategic decision, make special plans and organize its implementation. Distance education has been carried out in more than 100 countries. As a new educational concept, distance education plays an important role in the establishment of a learning society. In order to promote the development of distance education in our country, The government is making great efforts to support them, but at present there are some problems in the process of supporting them. These problems have seriously affected the effectiveness of government support and the healthy development of distance education. The purpose of this study is to analyze some problems existing in the process of government support at present and put forward some reasonable suggestions so as to achieve a better development of distance education. First of all, make clear the research object and the related theory. At the same time, it studies the relationship between the distance education and the government definition, the characteristic, and takes the government education service function theory, the public management theory, the government education service function theory, the public management theory, The theory of social service is the theoretical support of this paper. Secondly, the evaluation system of our government's support for distance education is established, and the representative regions are selected to carry out the evaluation. The fuzzy comprehensive evaluation method is adopted, and the comprehensive evaluation method is used to evaluate the different regions of our government. Support for distance education at different educational levels. On the basis of the fuzzy comprehensive evaluation of the representative areas of our country, this paper summarizes the universal problems existing in the process of supporting the distance education in our country. The corresponding reasons are analyzed. Finally, the paper discusses how to solve the problem. According to some problems existing in the process of government support through fuzzy comprehensive evaluation, combined with the functions of our government and the development of distance education in our country, The rational suggestions of strengthening the government support for distance education are put forward, including optimizing the fund support, establishing legal support, increasing technical support, perfecting the socialized service system and so on.
