【摘要】：隨著我國高技術(shù)研究進(jìn)入新階段,國家“十二五”科學(xué)和技術(shù)發(fā)展規(guī)劃對建設(shè)國家創(chuàng)新體系提出新要求,國家中長期教育改革和發(fā)展規(guī)劃綱要(2010-2020)對高等教育提出“提升科學(xué)研究水平”的新課題,高�？蒲泄芾碓凇翱平膛d國”戰(zhàn)略中占據(jù)著越來越重要的地位；加之,鑒于21世紀(jì)自然科學(xué)與人文社會科學(xué)交叉融合的發(fā)展趨勢、人文社會科學(xué)在人類發(fā)展歷史上和中國特色社會主義現(xiàn)代化建設(shè)中的重要作用及“高校人文社會科學(xué)繁榮計劃”的實施,與其對應(yīng)的大學(xué)人文社會學(xué)科建設(shè)逐漸被越來越多的大學(xué)重視,促進(jìn)了理工科在內(nèi)高校人文社會科學(xué)的發(fā)展。 近年來,人文社會科學(xué)在理工為主大學(xué)取得了一定的發(fā)展,但其科研管理體制目前仍存在不少問題。本文綜合運用文獻(xiàn)資料法、比較法和案例分析法等研究方法,從理工為主高校、人文社會科學(xué)、高�？蒲泄芾眢w制等基本概念入手,以人本管理理論、激勵理論和全面質(zhì)量管理理論為基礎(chǔ),以國內(nèi)著名理工為主大學(xué)清華大學(xué)和華中科技大學(xué)作為個案,從科研管理的組織結(jié)構(gòu)、權(quán)力配置和制度設(shè)計層面梳理出其人文社會科學(xué)科研管理體制；然后,歸納出著名理工為主高校人文社會科學(xué)科研管理的經(jīng)驗和教訓(xùn)；最后,從體制創(chuàng)新和保障機(jī)制構(gòu)建兩方面,提出了創(chuàng)新人文社會科學(xué)科研管理體制的新舉措,以及探索出明確科研管理目標(biāo)機(jī)制、改進(jìn)科研管理協(xié)調(diào)機(jī)制、完善科研管理激勵機(jī)制、構(gòu)建科研成果管理評估機(jī)制等方面的保障機(jī)制。 本論文創(chuàng)新之處：一方面力求從體制創(chuàng)新的角度分析理工為主高校在人文社會科學(xué)科研管理體制存在的問題,使研究內(nèi)容更系統(tǒng)；另一方面由點至面,以兩所大學(xué)為例,從而較為全面地分析理工為主高校在人文社會科學(xué)科研管理體制上存在的普遍問題,使研究問題更深入。本文目的在于促進(jìn)理工為主高校人文社會科學(xué)科研管理體制的完善和創(chuàng)新,提高其科學(xué)研究和服務(wù)社會經(jīng)濟(jì)發(fā)展的水平。
[Abstract]:As China's high-tech research enters a new stage, the 12th Five-Year Plan for the Development of Science and Technology puts forward new requirements for the construction of a national innovation system. The outline of the National medium and long term Education Reform and Development Plan (2010-2020) puts forward the new topic of "improving the level of scientific research" for higher education, and the management of scientific research in colleges and universities plays an increasingly important role in the strategy of "rejuvenating the country through science and education". In addition, in view of the development trend of the cross-integration of natural science and humanities and social sciences in the 21st century, The important role of Humanities and Social Sciences in the History of Human Development and the Modernization of Socialism with Chinese characteristics and the implementation of the Prosperity Plan for Humanities and Social Sciences in Colleges and Universities, More and more universities pay more attention to the construction of humanities and social sciences, which promotes the development of humanities and social sciences in colleges of science and engineering. In recent years, humanities and social sciences have made some progress in universities of science and technology, but there are still many problems in its scientific research management system. Based on the basic concepts of science and engineering, humanities and social sciences, and the management system of scientific research in colleges and universities, this paper makes use of the methods of literature, comparison and case analysis, and takes the theory of human-oriented management as a starting point. On the basis of incentive theory and total quality management theory, and taking Tsinghua University and Huazhong University of Science and Technology as the main universities of science and technology in China, the organizational structure of scientific research management is taken as a case study. At the level of power allocation and system design, the management system of scientific research in humanities and social sciences is sorted out. Then, the experiences and lessons of scientific research management of humanities and social sciences in famous universities and colleges are summarized. Finally, from two aspects of system innovation and guarantee mechanism construction, this paper puts forward a new measure of innovating the scientific research management system of humanities and social sciences, and probes into a clear scientific research management target mechanism and improves the scientific research management coordination mechanism. Perfect the incentive mechanism of scientific research management, construct the scientific research achievement management evaluation mechanism and so on. The innovation of this paper: on the one hand, it tries to analyze the problems existing in the management system of humanities and social sciences in universities based on science and engineering from the perspective of system innovation, so as to make the research content more systematic; On the other hand, from point to plane, taking two universities as an example, this paper comprehensively analyzes the general problems existing in the management system of humanities and social sciences research in universities based on science and engineering, and makes the research problems more thorough. The purpose of this paper is to promote the improvement and innovation of scientific research management system of humanities and social sciences in universities of science and engineering, and to improve the level of scientific research and service for social and economic development.
