倫理視閾下我國高校管理去行政化問題研究

【摘要】:高校主要承擔著人才培養(yǎng)、科學研究、服務社會和文化傳承創(chuàng)新的責任。特別是在今天,高校對于人類社會發(fā)展的促進作用比之歷史上任何時期都更重要、更直接、更有力,其已成為整個社會的基石與軸心。政府把高校作為提高綜合國力的基地,市場把高校作為提供人力資源的機構,學生與家長把高校作為學習、掌握技能和提高品德的基地,因而都對其寄予了更多的期望。然而當下我國高校管理中嚴重的行政化問題致使其責任不能履行、使命不能完成,目標不能實現。因此,高校管理去行政化已成為當務之急,刻不容緩。 然高校組織不同于其它組織,高校教書育人和科學研究行為,更是一種最富道德含量的倫理行為。一個人吃飯時用刀叉還是用筷子,更多的時候是一種無關社會痛癢,并與利害人己毫無關涉的習俗性行為。而高校的教書育人行為、科學研究行為、日常管理行為等等,卻和人類社會發(fā)展和增減每一個人的利益總量這個道德終極目標密切相關。因此,只有從倫理視閾對高校組織管理的去行政化問題進行研究,才能探尋到有效的解決途徑。 本文從三個方面對高校管理去行政化問題進行了闡述,首先對本文所秉承的高校管理行政化及高校管理去行政化概念進行說明。本文中高校管理行政化意指在高校這一組織的整個管理活動過程中,一切都是以行政指令為中心、以官僚科層制為唯一的運行模式,對組織資源配置的決策權緊緊控制在行政權力高層;整個管理活動突出體現了官本位性質,而忽視了社會組織的性質。高校管理去行政化意指在高校這一組織的整個管理活動(包括宏觀和微觀兩個層面)過程中,祛除嚴重的官本位思想,還原行政管理的技術性價值和工具性價值,還高校作為社會第三方組織的本來面目。從而把組織對資源配置的決策權歸還教學和學術,一切以教學和學術研究為中心,行政管理部門和人員以為教學和學術研究提供優(yōu)質服務為已任。同時,闡明了高校管理行政化的表現、危害及去行化的必要性。其次,從倫理視閾對我國高校管理行政化的形成進行了分析。本文認為“官本位”意識是我國高校管理行政化生存的肥沃土壤,“學而優(yōu)則仕”是我國高校管理行政化的“成功學”基礎,高校管理體制倫理精神缺失、工具性價值突顯和不正當性及高校管理中人性假設偏失、管理價值追求背離大學精神和大學使命是高校管理行政化形成的內在原因。最后,在倫理視閾下對我國高校管理去行政化的對策進行了探討。本文在厘清高!暗赖鹿餐w”的內涵和界定高校組織倫理責任的基礎上,,提出了優(yōu)化學人的道德規(guī)范,重塑學人的美德倫理,豁顯高校作為社會第三方組織的本來面貌,從而掀掉行政化屏蔽在高校組織表層的厚重外衣。
[Abstract]:Colleges and universities mainly bear the responsibility of talent cultivation, scientific research, service for social and cultural inheritance and innovation. Especially today, colleges and universities are more important to the development of human society than at any time in history. More direct and more powerful, it has become the cornerstone and axis of the whole society. The government regards the university as the base of improving the comprehensive national strength, the market regards the university as the institution of providing human resources, and the students and parents take the university as the study. The base of mastering skills and improving moral character has placed more expectations on it. However, when the serious administrative problems in the management of colleges and universities in our country lead to its responsibility can not be carried out, the mission can not be completed. The goal cannot be achieved. Therefore, it is urgent to deadministrate the management of colleges and universities. However, the organization of colleges is different from other organizations. The behavior of teaching and educating people and scientific research in colleges and universities is the most moral ethical behavior. A person eats with knife and fork or chopsticks. More often than not is a kind of social pain and itching, and has nothing to do with the interests of the customary behavior. And colleges and universities teaching behavior, scientific research behavior, daily management behavior and so on. But it is closely related to the development of human society and the increase and decrease of the total interests of each person, which is the ultimate moral goal. Therefore, only from the ethical perspective of the university organization management of the issue of deadministration is studied. In order to find an effective solution. This paper expounds the problem of deadministration of university management from three aspects. First of all, this paper describes the concepts of the administration of colleges and universities and the deadministration of university management. In this paper, the administration of university management refers to the whole process of the management activities of this organization. All is centered on administrative instructions, with bureaucracy as the only mode of operation, and the decision-making power of the allocation of organizational resources is tightly controlled in the upper level of administrative power; The whole management activity highlights the nature of officialdom, but neglects the nature of social organization. De-administration of university management means in the process of the whole management activity of this organization (including macro and micro level). Dispel the serious official standard thought, restore the technical value and the instrumental value of the administration, and return the university as the social third party organization, so as to return the decision-making power of the organization to the teaching and academic. With teaching and academic research as the center, the administrative departments and personnel are responsible for providing high quality service for teaching and academic research. At the same time, the paper expounds the performance of administrative management in colleges and universities. Secondly, this paper analyzes the formation of administrative management in colleges and universities from the perspective of ethics. This paper holds that the consciousness of "officialdom" is the fertile soil for the existence of administrative management in colleges and universities in China. "Learning is the best" is the basis of "successful learning" in the administration of university management in our country, the ethical spirit of the management system of colleges and universities is lacking, the instrumental value is prominent and illegitimate, and the assumption of human nature in the management of colleges and universities is biased. The management value pursuit deviates from the university spirit and the university mission is the internal reason which the university manages the administration to form. Finally. This paper probes into the countermeasures of deadministration of university management in China from the perspective of ethics. This paper clarifies the connotation of "moral community" in colleges and universities and defines the ethical responsibility of university organizations. This paper puts forward the idea of optimizing the moral standard of the academic personnel, remolding the virtue and ethics of the scholar, and showing the original appearance of the university as a social third party organization, thus removing the heavy coat of the administrative shield on the surface of the university organization.
