【摘要】：正長(zhǎng)期以來(lái),高校科研經(jīng)費(fèi)按其來(lái)源分為"縱向科研經(jīng)費(fèi)"與"橫向科研經(jīng)費(fèi)"�？v向科研經(jīng)費(fèi)主要指來(lái)自財(cái)政資金的研究經(jīng)費(fèi);橫向科研經(jīng)費(fèi)是指非直接來(lái)自政府部門(mén),而是高校通過(guò)與企事業(yè)單位進(jìn)行技術(shù)服務(wù)、技術(shù)支持、技術(shù)合作及科研成果轉(zhuǎn)讓等服務(wù)性項(xiàng)目獲得的研究經(jīng)費(fèi)。多年來(lái),高校橫向科研經(jīng)費(fèi)雖然在總量上呈穩(wěn)定增長(zhǎng)的趨勢(shì),但同時(shí)其管理上卻出現(xiàn)了一些失范現(xiàn)象,并引起社會(huì)和政府的高度關(guān)注。譬如,近年來(lái),教育部、財(cái)政部及各省
[Abstract]:For a long time, scientific research funds in colleges and universities are divided into vertical research funds and horizontal scientific research funds according to their sources. Vertical scientific research funds mainly refer to research funds from financial funds; horizontal research funds refer to non-direct government departments, but colleges and universities through technical services and technical support with enterprises and institutions, Technical cooperation and transfer of scientific research achievements and other service projects received research funds.
