【摘要】： 高等院校的數(shù)字化教育資源共享是近年來廣受關(guān)注的問題之一。通過共享,可以實現(xiàn)資源的優(yōu)化配置,使資源在高校間達到均衡分布,縮小不同地區(qū)和高校的資源貧富差距,同時也可以使資源發(fā)揮最大效用,提高利用率,并最大限度地滿足用戶日益多樣化的資源需求。然而,由于我國長期以來所形成的傳統(tǒng)觀念以及體制束縛等原因,使得在數(shù)字化教育資源建設(shè)與共享中出現(xiàn)了諸多的問題與障礙,導(dǎo)致高校校際間的數(shù)字化教育資源共享一直未能有效實現(xiàn)。 本文結(jié)合信息共享及經(jīng)濟學的相關(guān)理論,對數(shù)字化教育資源的共享進行了經(jīng)濟效率分析,并在此基礎(chǔ)上提出如何提高高校數(shù)字化教育資源共享經(jīng)濟效率的具體措施。在對大量文獻進行閱讀、參考,及對我國高校數(shù)字化教育資源共享現(xiàn)狀和用戶共享需求進行調(diào)查研究的基礎(chǔ)上,本文分析了目前我國高校數(shù)字化教育資源共享中存在的問題和障礙因素,包括共享技術(shù)障礙、資源配置不均衡、傳統(tǒng)理念缺陷、管理體制不完善、知識產(chǎn)權(quán)問題、經(jīng)費問題、人才問題等。針對這些問題與障礙,提出了一個較為合理的共享模型以及信息共享平臺的原型。所設(shè)計的信息平臺主要向用戶提供注冊認證、目錄管理、數(shù)字化教育資源共享、用戶培訓(xùn)等服務(wù)內(nèi)容。而基于該平臺建立的共享模型則主張以各個高校的校園網(wǎng)為接口接入數(shù)字化教育資源共享平臺,使校內(nèi)用戶可以訪問到更多其他院校的相關(guān)資源,同時對于校外用戶,也可以通過賬戶注冊的方式取得平臺的訪問權(quán)限。 為解決目前我國高校數(shù)字化教育資源共享中存在的種種問題,推動共享的有效實現(xiàn),本文構(gòu)建了一個相對完整的高校數(shù)字化教育資源共享機制。該機制以先進的技術(shù)體系作為基礎(chǔ),以合理的共享方式作為依托,以系統(tǒng)的組織管理結(jié)構(gòu)作為協(xié)調(diào),以完善的法律保護制度和行政干預(yù)機制作為保障,以公平的利益分配機制和有效的激勵政策及測評體系作為促進。 本論文的主要工作及創(chuàng)新點在于:1、從經(jīng)濟學的角度對共享的經(jīng)濟效率及經(jīng)濟合理性進行了分析,并以此指導(dǎo)高校數(shù)字化教育資源共享的實施。2、對目前高等院校的數(shù)字化教育資源共享現(xiàn)狀及用戶的共享需求進行調(diào)查研究,在此基礎(chǔ)上分析了共享的障礙因素。3、對高等院校數(shù)字化資源共享的機制提出一個總體構(gòu)架,從技術(shù)支撐、共享方式、組織結(jié)構(gòu)、保障機制、激勵機制等方面對高校數(shù)字化教育資源共享機制進行多角度的研究。
[Abstract]:The sharing of digital educational resources in colleges and universities is one of the most concerned issues in recent years. Through sharing, we can realize the optimal allocation of resources, achieve balanced distribution of resources among colleges and universities, narrow the gap between rich and poor in different regions and colleges and universities, at the same time, we can make the resources play the greatest utility and improve the utilization ratio. And to the maximum extent to meet the increasingly diverse resource needs of users. However, due to the traditional ideas and institutional constraints formed for a long time in China, there are many problems and obstacles in the construction and sharing of digital educational resources. As a result, the sharing of digital educational resources between colleges and universities has not been realized effectively. Based on the theory of information sharing and economics, this paper analyzes the economic efficiency of the sharing of digital educational resources, and puts forward some concrete measures to improve the economic efficiency of the sharing of digital educational resources in colleges and universities. On the basis of reading and reference to a large number of documents, and investigation and research on the status quo of digital educational resources sharing and the needs of users in colleges and universities in China, This paper analyzes the existing problems and obstacles in the sharing of digital educational resources in colleges and universities in China, including the technical barriers to sharing, the unbalanced allocation of resources, the defects of traditional ideas, the imperfection of management system, the problem of intellectual property rights and the problem of funds. The question of talent, etc. Aiming at these problems and obstacles, a reasonable sharing model and prototype of information sharing platform are proposed. The information platform is designed to provide users with registration certification, directory management, digital education resources sharing, user training and other services. On the other hand, the sharing model based on this platform is based on the idea of using the campus network of each university as the interface to access the digital educational resource sharing platform, so that the users in the campus can access more related resources of other colleges and universities, and at the same time, for the users outside the university, You can also access the platform through the way of account registration. In order to solve the problems existing in the sharing of digital educational resources in colleges and universities and to promote the effective realization of the sharing, this paper constructs a relatively complete mechanism for the sharing of digital educational resources in colleges and universities. The mechanism is based on advanced technology system, supported by reasonable sharing mode, coordinated by systematic organization and management structure, and protected by perfect legal protection system and administrative intervention mechanism. Fair benefit distribution mechanism and effective incentive policy and evaluation system as the promotion. The main work and innovation of this thesis are: 1. From the angle of economics, the paper analyzes the economic efficiency and rationality of sharing. In order to guide the implementation of digital educational resources sharing in colleges and universities, this paper investigates and studies the current situation of digital educational resources sharing and the needs of users in colleges and universities. On this basis, this paper analyzes the obstacle factors of sharing, and puts forward an overall framework for the mechanism of digital resource sharing in colleges and universities, including technical support, sharing mode, organization structure, and guarantee mechanism. This paper studies the sharing mechanism of digital education resources in colleges and universities from different angles.
