【摘要】：基礎(chǔ)教育公平是構(gòu)建和諧社會(huì)的基礎(chǔ),是實(shí)現(xiàn)社會(huì)公平的重要內(nèi)容。我國(guó)基礎(chǔ)教育發(fā)展中存在著起點(diǎn)不公平、過(guò)程不公平、結(jié)果不公平的客觀現(xiàn)象;實(shí)施科學(xué)規(guī)劃,不斷健全體制,堅(jiān)持以人為本,開(kāi)展教育補(bǔ)償計(jì)劃,兼顧公平與效率,嘗試實(shí)行教育券計(jì)劃,是實(shí)現(xiàn)基礎(chǔ)教育公平的基本路徑和對(duì)策。
[Abstract]:The equity of basic education is the foundation of building a harmonious society, is an important part of the realization of social justice. The development of China's basic education exists in the starting point is not fair, not fair, the phenomenon of unfair; the implementation of scientific planning, and constantly improve the system, adhere to the people-oriented, carry out education compensation plan, both fairness and efficiency, try to implement the voucher program, is the basic path and measures of realizing basic education fairness.
