【摘要】：2014年湖南省城鎮(zhèn)化率已達49.28%,即將沖破50%大關(guān),未來五年內(nèi)至少有620萬名農(nóng)民進城。相對20世紀80年代以來單一的城鎮(zhèn)人口數(shù)目增長的城鎮(zhèn)化,目前的城鎮(zhèn)化越來越關(guān)注人口素質(zhì)、重視人力資本投資。然而我省農(nóng)村的人力資本投資狀況卻不容樂觀:師資力量結(jié)構(gòu)性短缺、農(nóng)村教師缺乏培訓(xùn)機會、現(xiàn)代化教育方式發(fā)展水平滯后,雖然一些農(nóng)村教學(xué)點己經(jīng)配備了多媒體設(shè)施,卻因為使用、維護不善導(dǎo)致退化嚴重;醫(yī)療衛(wèi)生條件差、醫(yī)生待遇普遍低下、醫(yī)療市場嚴重混亂。因此,研究城鎮(zhèn)化對農(nóng)村人力資本投資的影響機制具有非常重要的意義。本文基于城鎮(zhèn)化理論、人力資本理論等相關(guān)理論的研究成果,結(jié)合1988-2014年湖南省城鎮(zhèn)化發(fā)展和農(nóng)村人力資本投資的基本狀況,分如下三個方面闡述了城鎮(zhèn)化對農(nóng)村人力資本投資的作用機理:1)城鎮(zhèn)物質(zhì)資本對農(nóng)村人力資本投資的作用:城鎮(zhèn)優(yōu)越的物質(zhì)生活條件、城鎮(zhèn)良好的基礎(chǔ)設(shè)施拉動農(nóng)村人力資本投資;2)城鎮(zhèn)社會資本對農(nóng)村人力資本投資的作用:城鎮(zhèn)結(jié)構(gòu)社會資本拉動農(nóng)村人力資本投資,城鎮(zhèn)文化社會資本對農(nóng)村人力資本投資具有間接地拉動作用;3)城鎮(zhèn)專業(yè)化分工對農(nóng)村人力資本投資的作用:專業(yè)化要求參與者長期的專業(yè)教育,并具有廣泛自律性。本文通過實證發(fā)現(xiàn):(1)農(nóng)村教育資本投資、農(nóng)村健康資本投資與城鎮(zhèn)化的相關(guān)系數(shù)均為正數(shù),說明城鎮(zhèn)化能夠在一定程度上拉動農(nóng)村人力資本投資。城鎮(zhèn)化通過提升勞動者工資、勞動生產(chǎn)率,拉動農(nóng)村居民消費,從而保障農(nóng)村人力資本投資可持續(xù)的經(jīng)濟基礎(chǔ)。(2)由農(nóng)村教育資本投資與城鎮(zhèn)化的相關(guān)系數(shù)為0.021、農(nóng)村健康資本投資與城鎮(zhèn)化的相關(guān)系數(shù)為0.11,可以看出:目前湖南省城鎮(zhèn)化對農(nóng)村人力資本投資的拉動力不足,根本原因在于湖南省城鎮(zhèn)化仍然是通過投資數(shù)量增長的方式來帶動農(nóng)村人力資本投資。在這一投資增長模式下,城鎮(zhèn)化對農(nóng)村勞動力仍以要素投入作用為主,提升效率為輔,人力資本溢出效應(yīng)較低。逡城鎮(zhèn)化對農(nóng)村人力資本投資的重要性在于,它推動的人力資本投資不只是資源的簡單集聚,還為人力資本投資發(fā)展提供持續(xù)內(nèi)在驅(qū)動力。農(nóng)村教育資本投資需要政府、企業(yè)、家庭、社會的共同努力;農(nóng)村健康資本投資需要加大醫(yī)療衛(wèi)生投入;農(nóng)村在職培訓(xùn)投資應(yīng)該堅持以人為本的理念,促進農(nóng)村職業(yè)教育發(fā)展;農(nóng)村遷移投資需要農(nóng)村土地制度改革與戶籍制度改革配套推進。
[Abstract]:In 2014, Hunan Province, the urbanization rate has reached 49.28%, will soon break the 50% mark, the next five years at least 6 million 200 thousand farmers. The number of urban population growth is relatively single since 1980s urbanization, urbanization at present more and more attention to the quality of the population, the importance of human capital investment. However, the status of human capital investment in rural areas of our province. It is not optimistic: the shortage of teachers, rural teachers lack of training opportunities, modernization education lags behind, although some of the teaching in rural areas has been equipped with multimedia facilities, but because of poor maintenance, lead to serious degradation; poor medical conditions, medical treatment is generally low, the medical market serious confusion. Therefore, research on urbanization the influence mechanism of rural human capital investment has very important significance. This paper based on the theory of urbanization, human capital theory and other related theories. The basic situation of research results, combined with 1988-2014 in Hunan Province, the development of urbanization and rural human capital investment, divided into the following three aspects elaborated the mechanism of urbanization of the rural human capital investment: 1) the role of urban physical capital of rural human capital investment: the superior material life conditions of urban infrastructure, stimulating rural human capital good urban investment; 2) the town of social capital on the rural human capital investment: urban social capital structure stimulating rural human capital investment, urban social capital has indirectly stimulating effect on the human capital investment in rural areas; 3) effect of urban specialization on Rural Human Capital Investment: the professional requirements of long-term professional participants education, and have a wide range of self-discipline. This paper through empirical findings: (1) the capital investment of rural education, rural health capital investment and urbanization related The coefficient is positive, indicating the urbanization to promote the rural human capital investment to a certain extent. Urbanization by raising the wages of workers, labor productivity, boost consumption of rural residents, so as to guarantee the economic basis of the rural human capital investment sustainable. (2) the correlation coefficient of the rural education education capital investment and urbanization is 0.021, correlation the coefficient of health capital investment and urban and rural areas is 0.11, shows that the urbanization of Hunan province to the pulling power of rural human capital investment, the fundamental reason is that urbanization in Hunan province is still to promote the rural human capital investment through the investment growth in the number of ways. In this investment growth mode of urbanization the rural labor force to improve the efficiency of input function, as the spillover effect of human capital is low. The importance of human capital investment in rural areas of the village town, it To promote the human capital investment is not just a simple resource gathering, also continued to provide internal driving force for the development of rural education. Human capital investment capital investment needs of government, enterprise, family and society to work together; the need to increase capital investment in rural health and medical health; rural job training investment should adhere to the people-oriented concept, to promote the development of rural occupation education; rural migration investment needs of the reform of rural land system and the household registration system reform.
