【摘要】：在我國(guó)市場(chǎng)經(jīng)濟(jì)條件下社會(huì)利益結(jié)構(gòu)變遷、教育公平成為我國(guó)教育政策的基本價(jià)值取向、義務(wù)教育均衡發(fā)展成為備受矚目的時(shí)代課題的今天,該文采用文獻(xiàn)法、訪談法和問(wèn)卷調(diào)查法,嘗試從利益相關(guān)者的視角研究P區(qū)義務(wù)教育均衡發(fā)展政策執(zhí)行中的問(wèn)題與對(duì)策。 該文在理論探討、分析訪談及問(wèn)卷調(diào)查結(jié)果的基礎(chǔ)上,深入分析了義務(wù)教育均衡發(fā)展政策執(zhí)行中的問(wèn)題與影響執(zhí)行的因素。最后,提出義務(wù)教育均衡發(fā)展政策順利執(zhí)行的建議,期望能對(duì)我國(guó)義務(wù)教育均衡發(fā)展政策的順利執(zhí)行提供些幫助。 全文共分為五個(gè)部分： 第一部分緒論,主要說(shuō)明本文的選題緣由和研究意義,對(duì)一些特定的名詞進(jìn)行界定和釋義,并對(duì)本論題的研究現(xiàn)狀進(jìn)行綜述,最后對(duì)本文所使用的研究方法進(jìn)行了介紹。 第二部分主要闡述了本文所采用的理論基礎(chǔ),對(duì)Winter“規(guī)劃過(guò)程/執(zhí)行結(jié)果”模式的背景、內(nèi)容、優(yōu)勢(shì)進(jìn)行了閘述,對(duì)利益相關(guān)者理論的歷史發(fā)展及現(xiàn)關(guān)應(yīng)用進(jìn)行了分析,為分析問(wèn)題并提供有效的建議打下基礎(chǔ)。 第三部分P區(qū)義務(wù)教育均衡發(fā)展政策執(zhí)行實(shí)證調(diào)查。調(diào)查了P區(qū)義務(wù)教育均衡發(fā)展政策執(zhí)行的現(xiàn)狀和問(wèn)題,并全面分析了造成義務(wù)教育均衡發(fā)展政策執(zhí)行難的癥結(jié)所在。 第四部分是對(duì)義務(wù)教育均衡發(fā)展政策執(zhí)行中利益相關(guān)者分析。從義務(wù)教育均衡發(fā)展政策執(zhí)行的不同利益群體的利益表達(dá)；義務(wù)教育均衡發(fā)展政策主體與目標(biāo)群體兩者之間的矛盾兩方面進(jìn)行分析,通過(guò)分析揭示出矛盾的實(shí)質(zhì),從而為提出有效建議提供依據(jù)。 第五部分是本文的落腳點(diǎn),提出了義務(wù)教育均衡發(fā)展政策順利執(zhí)行的有效協(xié)調(diào)模式。該模式包含采用有效的政策工具、建立暢通的利益表達(dá)機(jī)制以及完善執(zhí)行的協(xié)商機(jī)制,以為促進(jìn)義務(wù)教育均衡發(fā)展政策的順利執(zhí)行提供參考。
[Abstract]:With the change of social interest structure under the condition of market economy in our country, educational fairness has become the basic value orientation of educational policy in our country, and the balanced development of compulsory education has become a hot topic of the times. This paper attempts to study the problems and countermeasures in the implementation of balanced development policy of compulsory education in P district from the perspective of stakeholders by interview method and questionnaire survey method. Based on the theoretical discussion, the analysis of the results of interviews and questionnaires, this paper deeply analyzes the problems in the implementation of the balanced development policy of compulsory education and the factors affecting the implementation of the policy. Finally, this paper puts forward some suggestions for the smooth implementation of the balanced development policy of compulsory education, hoping to provide some help for the smooth implementation of the balanced development policy of compulsory education in China. The full text is divided into five parts: the first part is the introduction, which mainly explains the reason and significance of this topic, defines and interprets some specific nouns, and summarizes the research status of this topic. Finally, the research methods used in this paper are introduced. The second part mainly expounds the theoretical basis used in this paper, describes the background, content and advantages of Winter "Planning process / execution result" model, and analyzes the historical development and current application of stakeholder theory. It lays the foundation for the analysis of problems and the provision of effective suggestions. The third part is an empirical investigation on the implementation of the balanced development policy of compulsory education in P district. This paper investigates the present situation and problems of the implementation of the balanced development policy of compulsory education in area P, and comprehensively analyzes the crux of the difficulty in the implementation of the balanced development policy of compulsory education. The fourth part is the analysis of stakeholders in the implementation of compulsory education balanced development policy. From the compulsory education balanced development policy implementation of the interests of different interest groups; This paper analyzes the contradiction between the subject of compulsory education balanced development policy and the target group, and reveals the essence of the contradiction through the analysis, so as to provide the basis for putting forward effective suggestions. The fifth part is the foothold of this paper, put forward the effective coordination mode of the balanced development policy of compulsory education. The model includes the use of effective policy tools, the establishment of a smooth interest expression mechanism and the improvement of the implementation of the consultation mechanism, so as to provide a reference for promoting the smooth implementation of the balanced development policy of compulsory education.
