【摘要】：為進一步調動科研人員的科研積極性、主動性和創(chuàng)造性,全面推動科技創(chuàng)新驅動發(fā)展戰(zhàn)略,高校普遍修訂和完善了高層次科研獎勵制度和辦法,但制度在具體的實施過程中出現(xiàn)了"重科研而輕教學"、"忽視團隊合作"、"科技成果轉化緩慢"和"滋生學術腐敗"等一系列問題。通過對河南省有代表性高校的深入調研,對比、分析河南省高校的高層次科研獎勵制度,總結其在實施過程中出現(xiàn)的問題,最終提出解決問題的意見和建議,為探索我國高校高層次科研獎勵制度的創(chuàng)新發(fā)展提供借鑒。
[Abstract]:In order to further mobilize the scientific research enthusiasm, initiative and creativity of scientific research personnel, comprehensively promote the development strategy driven by scientific and technological innovation, colleges and universities have generally revised and perfected the incentive system and methods of high-level scientific research. However, during the specific implementation of the system, there are a series of problems such as``focusing on scientific research and light teaching'' , ``ignoring team cooperation'' , ``slow transformation of scientific and technological achievements'' and``breeding academic corruption'' . Through the in-depth investigation and comparison of representative universities in Henan Province, this paper analyzes the incentive system of high-level scientific research in Henan Province, summarizes the problems that arise in the implementation process, and finally puts forward the suggestions and suggestions to solve the problems, so as to provide reference for exploring the innovative development of the high-level scientific research incentive system in China.
