云南省普通高校成人高等教育轉(zhuǎn)型發(fā)展中非學(xué)歷教育問題研究

【摘要】:在我國高校成人高等教育轉(zhuǎn)型發(fā)展過程中,高校對開展非學(xué)歷教育已進(jìn)行了 多年的探索。然而,到目前為止,全國只有少數(shù)知名高校取得了明顯成效,大多 數(shù)普通高校特別是地方普通高校開展非學(xué)歷教育困難重重。因此,深入了解普通 高校開展非學(xué)歷教育面臨的困境,并針對困境提出有效的解決對策,對于促進(jìn)普 通高校成人高等教育的持續(xù)健康發(fā)展是十分必要的。本研究以社會(huì)轉(zhuǎn)型理論、組織變革理論、系統(tǒng)科學(xué)理論、成人學(xué)習(xí)理論和終 身教育理論為理論基礎(chǔ),剖析了普通高校成人高等教育在轉(zhuǎn)型發(fā)展中開展非學(xué)歷 教育的內(nèi)在必然性和客觀必要性。在此基礎(chǔ)上,筆者立足于云南省實(shí)際,對云南 省9個(gè)市州的21所普通高校進(jìn)行問卷調(diào)查,并對其中13所普通高校繼續(xù)(成人)教 育學(xué)院的領(lǐng)導(dǎo)進(jìn)行個(gè)案訪談,力求客觀、真實(shí)地了解云南省普通高校開展非學(xué)歷 教育的狀況。通過調(diào)研,筆者發(fā)現(xiàn)云南省普通高校開展非學(xué)歷教育面臨內(nèi)外兩方面的困境。 外部困境主要表現(xiàn)為:非學(xué)歷教育政策構(gòu)建不完善;社會(huì)對非學(xué)歷教育的認(rèn)識(shí)不 足;培訓(xùn)市場規(guī)范度不夠。內(nèi)部困境主要表現(xiàn)為:培訓(xùn)機(jī)制缺乏靈活性,激勵(lì)機(jī) 制不足;辦學(xué)條件不足,缺乏培訓(xùn)經(jīng)費(fèi)支持;培訓(xùn)項(xiàng)目以政策性為主,主動(dòng)適應(yīng) 市場不夠;培訓(xùn)團(tuán)隊(duì)建立相對滯后,“雙師型”師資隊(duì)伍不足。通過對國內(nèi)現(xiàn)有研究成果和發(fā)達(dá)國家開展非學(xué)歷教育成功經(jīng)驗(yàn)的總結(jié)和借鑒, 結(jié)合云南省普通高校開展非學(xué)歷教育所面臨的現(xiàn)實(shí)困境,筆者提出以下幾點(diǎn)對策 以加快云南省普通高校成人高等教育轉(zhuǎn)型發(fā)展:在政策層面上,完善政策和法律 法規(guī);在管理層面上,實(shí)行統(tǒng)一歸口管理;在機(jī)制層面上,建立科學(xué)合理的激勵(lì) 機(jī)制;在經(jīng)費(fèi)保障層面上,開辟多渠道籌資來源;在辦學(xué)模式層面上,推進(jìn)多維 度合作辦學(xué);在師資隊(duì)伍層面上,組建非學(xué)歷教育培訓(xùn)團(tuán)隊(duì);在培訓(xùn)項(xiàng)目層面上, 打造品牌培訓(xùn)項(xiàng)目;在教學(xué)手段層面上,充分運(yùn)用現(xiàn)代教育技術(shù)。
[Abstract]:In the process of transformation and development of adult higher education in colleges and universities, colleges and universities have been exploring the development of non-academic education for many years. However, up to now, only a few well-known universities in China have achieved remarkable results, and most of them have difficulties in carrying out non-academic education, especially in local colleges and universities. Therefore, it is necessary to understand the difficulties faced by non-academic education in colleges and universities and to put forward effective countermeasures to promote the sustainable and healthy development of adult higher education in general colleges and universities. This study is based on social transformation theory, organizational change theory, system science theory, adult learning theory and end-body education theory. This paper analyzes the inner inevitability and objective necessity of developing non-academic education in adult higher education in colleges and universities. On this basis, based on the reality of Yunnan Province, the author conducted a questionnaire survey on 21 colleges and universities in 9 cities and prefectures of Yunnan Province. In order to understand objectively and truly the situation of non-academic education in Yunnan Province, the leaders of 13 colleges and universities are interviewed by the leaders of continuing (adult) teaching and education colleges in order to obtain an objective and true understanding of the situation of non-academic education in Yunnan Province. Through investigation, the author finds that the non-academic education in ordinary colleges and universities in Yunnan Province is faced with both internal and external difficulties. The external predicament mainly shows as follows: the construction of non-academic education policy is not perfect; the society does not know enough about non-academic education; the training market is not standardized enough. The main internal difficulties are as follows: lack of flexibility of training mechanism, lack of incentive system; lack of conditions for running a school and lack of support for training funds; training projects are mainly policy-oriented, and lack of initiative to adapt to the market; The establishment of the training team lags behind, and the "double-qualified" teaching staff is insufficient. By summing up and drawing lessons from the existing domestic research results and the successful experience of developing non-academic education in developed countries, combining with the practical difficulties faced by ordinary colleges and universities in Yunnan Province in carrying out non-academic education, The author puts forward the following countermeasures to speed up the transformation and development of adult higher education in ordinary colleges and universities in Yunnan province: perfecting policies and laws and regulations at the policy level, implementing unified management at the level of management; At the level of mechanism, we should establish a scientific and reasonable incentive mechanism; at the level of fund guarantee, we should open up multi-channel sources of financing; at the level of running a school, we should promote multi-dimensional cooperation in running schools; at the level of teachers, Set up non-academic education training team; build brand training project on the level of training project; make full use of modern education technology at the level of teaching means.
