【摘要】：公民意識是現(xiàn)代公民應該具備的核心素質,是現(xiàn)代民主法治社會建設的重要思想基礎,公民意識教育是一個與我國全面建成小康社會密切相關的教育課題。公民意識教育的狀況直接關系到國家民主制度的完善、延續(xù)和發(fā)展,也決定著一個國家能否繁榮和昌盛。當前,我國正處于全面建成小康社會的重要時期,實現(xiàn)國家治理能力的現(xiàn)代化,急需具有現(xiàn)代公民意識的人才來實現(xiàn)民族振興的“中國夢”。中小學生作為未來社會的后備力量,不僅要掌握先進的科學技術,還要具備與全面建成小康社會相適應的民主法治意識,所以,加強對中小學生進行公民意識教育十分必要。我國教育受專制主義傳統(tǒng)影響深,現(xiàn)代公民意識教育起步晚,但在近幾年的發(fā)展中,經(jīng)過各級教育工作者的共同努力,培養(yǎng)負責任的公民日益成為教育共識,公民意識教育也越來越受到重視。目前,我們所面臨的問題是,學校公民意識教育的效果到底如何呢?黨的十七大明確指出要加強公民意識教育,十八大、十八屆三中四中全會均對這個問題作了強調(diào)�？梢哉f,改革開放以來,我國的各級學校教育中,公民意識教育是取得了很大的成績的,但在具體的實踐過程中還不同程度地存在權利義務觀錯位、能力與目標不協(xié)調(diào)等問題。因此,進一步做好中小學公民意識教育工作,提高中小學公民意識教育的有效性,成為當前學校公民意識教育工作的一項緊迫的重要任務。本文共分為四個部分,第一部分:導論。第二部分:公民意識教育概論。通過對國內(nèi)外公民意識教育發(fā)展歷程的回顧,總結公民意識教育的基本內(nèi)容,并結合歷史分析了對中小學生進行公民意識教育的重要意義。第三部分:我國中小學公民意識教育的現(xiàn)狀。通過分析中小學現(xiàn)行教材并結合調(diào)查問卷,分析總結我國中小學公民意識教育的基本理念、取得的成就以及存在的問題。第四部分:提高我國中小學公民意識教育有效性的路徑分析。借鑒國外公民意識教育的成功經(jīng)驗,針對問卷分析出的不足之處,提出相應的解決措施。
[Abstract]:Civic consciousness is the core quality that modern citizens should possess and the important ideological foundation of the construction of modern democratic society under the rule of law. Civic consciousness education is an educational subject closely related to the building of a well-off society in an all-round way in our country.The state of civic consciousness education is directly related to the perfection, continuation and development of the national democratic system, and also determines whether a country can prosper and prosper.At present, our country is in the important period of building a well-off society in an all-round way. To realize the modernization of the national governance ability, it is urgent to realize the "Chinese Dream" who has the modern citizen consciousness to realize the national rejuvenation.As the reserve force of the future society, primary and middle school students should not only master advanced science and technology, but also have the consciousness of democracy and rule of law, which is suitable for building a well-off society in an all-round way. Therefore, it is necessary to strengthen the education of civic consciousness for primary and middle school students.The education of our country is deeply influenced by the autocratic tradition, and the education of modern citizen consciousness started late. However, in the development of recent years, through the joint efforts of educators at all levels, it is increasingly becoming a common understanding of education to train responsible citizens.Civic awareness education is also getting more and more attention.At present, we are faced with the question of how effective is the education of civic awareness in schools?The 17th National Congress of the Communist Party of China clearly pointed out the need to strengthen the education of civic consciousness, which was emphasized by the 18th National Congress and the fourth Plenary session of the third Central Committee of the 18th CPC Central Committee.It can be said that since the reform and opening up, the education of civic consciousness has made great achievements in all levels of school education in our country, but in the concrete practice, there are still some problems, such as the dislocation of the concept of rights and obligations, the incongruity between ability and goal, and so on.Therefore, it is an urgent and important task to improve the effectiveness of civic awareness education in primary and secondary schools.This paper is divided into four parts, the first part: introduction.The second part: the introduction of civic consciousness education.By reviewing the development of civic consciousness education at home and abroad, this paper summarizes the basic contents of citizen consciousness education, and analyzes the significance of citizen consciousness education for primary and middle school students.The third part: the present situation of civic consciousness education in primary and secondary schools in China.By analyzing the current teaching materials of primary and secondary schools and combining with the questionnaire, this paper analyzes and summarizes the basic concepts, achievements and problems of civic consciousness education in primary and secondary schools in China.The fourth part: the path analysis of improving the effectiveness of civic consciousness education in primary and secondary schools.Based on the successful experience of citizenship education in foreign countries, this paper puts forward the corresponding measures to solve the problems in the questionnaire.
