經(jīng)濟(jì)發(fā)達(dá)鎮(zhèn)行政體制改革評估指標(biāo)體系的設(shè)定與評價(jià)——基于江蘇省張浦鎮(zhèn)的改革實(shí)踐

【摘要】：經(jīng)濟(jì)發(fā)達(dá)鎮(zhèn)行政管理體制改革以破除"責(zé)大權(quán)小"的傳統(tǒng)體制弊端為追求,是基層政府權(quán)力結(jié)構(gòu)調(diào)整的典型范例。繼續(xù)推進(jìn)和深化經(jīng)濟(jì)發(fā)達(dá)鎮(zhèn)行政管理體制改革,必須加強(qiáng)對現(xiàn)有改革經(jīng)驗(yàn)的總結(jié),厘清改革思路。經(jīng)濟(jì)發(fā)達(dá)鎮(zhèn)行政體制改革評估指標(biāo)體系的設(shè)計(jì)與應(yīng)用有助于引導(dǎo)基層鄉(xiāng)鎮(zhèn)政府克服機(jī)構(gòu)重組的薄弱環(huán)節(jié),促進(jìn)權(quán)力下放、權(quán)力承接、權(quán)力執(zhí)行的責(zé)權(quán)統(tǒng)一�；谥笜�(biāo)選擇的原則,文章通過探察江蘇省張浦鎮(zhèn)的改革成效與現(xiàn)實(shí)問題,提出評估指標(biāo)體系應(yīng)將"集中高效審批""強(qiáng)化監(jiān)管服務(wù)""綜合行政執(zhí)法"作為深化改革的重點(diǎn)考評方向,旨在為相關(guān)實(shí)證研究提供參考依據(jù)。
[Abstract]:The reform of the administrative management system in developed towns is a typical example of the adjustment of the power structure of the grass-roots government, which seeks to eliminate the disadvantages of the traditional system of "responsibility for power and small power". To further promote and deepen the reform of the administrative management system in economically developed towns, we must strengthen the summary of the existing reform experience and clarify the reform ideas. The design and application of the evaluation index system for the reform of the administrative system in economically developed towns is helpful to guide the grass-roots township governments to overcome the weak links of the restructuring of the institutions and to promote the unification of the responsibilities and powers of decentralization, power acceptance and power enforcement. Based on the principle of index selection, this paper probes into the reform results and practical problems in Zhangpu Town, Jiangsu Province. This paper puts forward that the evaluation index system should take "centralized and efficient examination and approval", "strengthen supervision service" and "comprehensive administrative law enforcement" as the key evaluation direction of deepening reform, in order to provide reference basis for relevant empirical research.
