【摘要】：2015年元旦,數(shù)萬(wàn)群眾參加了上海外灘陳毅廣場(chǎng)的迎新年活動(dòng)。因人群超出廣場(chǎng)負(fù)荷,發(fā)生了大規(guī)模的擁擠踩踏,共造成36人遇難、40多人受傷。通過(guò)這起事件,暴露出我國(guó)在大型群眾性活動(dòng)應(yīng)急管理建設(shè)方面,存在的一些突出問(wèn)題,需要重視和加強(qiáng)大型群眾性活動(dòng)突發(fā)事件的應(yīng)急管理制度建設(shè)。群眾性活動(dòng)的應(yīng)急管理研究起始于50年代,發(fā)達(dá)國(guó)家基于二百多年城市管理,在大型群眾性活動(dòng)應(yīng)急管理方面相當(dāng)成熟。新世紀(jì)以來(lái),群眾性大型活動(dòng)的應(yīng)急管理問(wèn)題受到來(lái)自社會(huì)各方的廣泛關(guān)注。從參考文獻(xiàn)來(lái)看,目前我國(guó)還沒(méi)有比較成熟的大型群眾性活動(dòng)應(yīng)急管理理論,應(yīng)急管理的制度、體系及方法和手段都滯后于大型群眾性活動(dòng)的發(fā)展需求。經(jīng)作者了解,鄂爾多斯市大型群眾性活動(dòng)應(yīng)急管理也存在著諸多問(wèn)題。為此,本文針對(duì)鄂爾多斯市大型群眾性活動(dòng)應(yīng)急管理工作做了探索研究。為全面分析、理清鄂爾多斯市大型群眾性活動(dòng)在應(yīng)急管理工作方面存在的問(wèn)題,本文運(yùn)用實(shí)地調(diào)研法、文獻(xiàn)法、訪談法,通過(guò)走訪、座談等形式,深入了解了鄂爾多斯市大型群眾性活動(dòng)應(yīng)急管理組織體系和實(shí)施情況,同時(shí)對(duì)我國(guó)不同省市的大型活動(dòng)應(yīng)急管理現(xiàn)狀進(jìn)行了資料收集和案例分析。從而對(duì)目前我國(guó)大型活動(dòng)應(yīng)急管理及鄂爾多斯地區(qū)相關(guān)問(wèn)題的發(fā)展現(xiàn)狀及存在問(wèn)題進(jìn)行了深入分析和總結(jié)歸納。在此基礎(chǔ)上,客觀地對(duì)鄂爾多斯市大型群眾性活動(dòng)應(yīng)急管理現(xiàn)狀進(jìn)行了詳細(xì)了解,全面地分析了目前存在的問(wèn)題及原因。針對(duì)發(fā)現(xiàn)的這些問(wèn)題,借鑒國(guó)內(nèi)外大型群眾性活動(dòng)應(yīng)急管理的一些先進(jìn)經(jīng)驗(yàn),同時(shí)運(yùn)用相關(guān)基礎(chǔ)理論,結(jié)合了鄂爾多斯市大型群眾性活動(dòng)的發(fā)展趨勢(shì),對(duì)未來(lái)舉辦的大型群眾性活動(dòng)在應(yīng)急管理工作方面提出相應(yīng)的對(duì)策和建議。本文認(rèn)為,完善鄂爾多斯市大型群眾性活動(dòng)應(yīng)急管理應(yīng)當(dāng)從完善組織體系建設(shè),組建專門的工作機(jī)構(gòu),規(guī)范大型群眾性活動(dòng)應(yīng)急預(yù)案內(nèi)容,實(shí)行應(yīng)急預(yù)案?jìng)浒钢贫?加強(qiáng)應(yīng)急資源管理和調(diào)配,打造應(yīng)急管理信息平臺(tái),加強(qiáng)和完善社會(huì)動(dòng)員機(jī)制等方面進(jìn)行。
[Abstract]:In 2015, New Year's Day, tens of thousands of people participated in the Shanghai Bund Chen Yi Square New year's celebration. As the crowd exceeded the square load, a large-scale crowded stampede killed 36 people and injured more than 40 people. Through this incident, some outstanding problems in the construction of emergency management of large-scale mass activities are exposed, and it is necessary to pay attention to and strengthen the construction of emergency management system of large-scale mass activities. The research on emergency management of mass activities began in the 1950s. Based on more than 200 years of urban management in developed countries, it is quite mature in emergency management of large-scale mass activities. Since the new century, the problem of emergency management of mass large-scale activities has received extensive attention from all sides of the society. According to the references, there is no mature theory, system, method and means of emergency management of large-scale mass activities in our country, which lags behind the development demand of large-scale mass activities. According to the author, there are many problems in the emergency management of large-scale mass activities in Ordos. Therefore, this paper explores and studies the emergency management of large-scale mass activities in Ordos. In order to analyze and clarify the problems existing in emergency management of large-scale mass activities in Ordos City, this paper applies the methods of field investigation, documentation, interviews, interviews and other forms, such as visits, seminars, and so on, in order to clarify the problems existing in the emergency management of large-scale mass activities in Ordos City. An in-depth understanding of the organization system and implementation of emergency management for large-scale mass activities in Ordos City is made. At the same time, the present situation of emergency management of large-scale activities in different provinces and cities in China is collected and analyzed by case studies. Thus, the present situation and existing problems of emergency management of large-scale activities in China and related problems in Ordos region are analyzed and summarized. On this basis, the present situation of emergency management of large-scale mass activities in Ordos city is objectively understood, and the existing problems and reasons are analyzed comprehensively. In view of these problems, some advanced experiences in emergency management of large-scale mass activities at home and abroad are used for reference. At the same time, the development trend of large-scale mass activities in Ordos is combined with the application of relevant basic theories. The corresponding countermeasures and suggestions on emergency management are put forward for the large-scale mass activities to be held in the future. In this paper, we think that improving the emergency management of large-scale mass activities in Ordos should include perfecting the construction of organizational system, setting up special working institutions, standardizing the contents of emergency plans for large-scale mass activities, and implementing the system of filing emergency plans. We will strengthen the management and allocation of emergency resources, build an information platform for emergency management, and strengthen and improve the mechanism of social mobilization.
