【摘要】：隨著工業(yè)化和城市化加速發(fā)展,我國社會正處于轉(zhuǎn)型關(guān)鍵時期,現(xiàn)階段社會存在諸多問題急需解決,對我國經(jīng)濟和社會發(fā)展各個方面帶來深刻影響。面對風險因素日漸增加的局面,對潛在的突發(fā)事件進行有效的風險管理已經(jīng)成為社會應急管理重要的任務目標。社區(qū)是城市社會管理的基本單元,是居民工作生活的重要場所,作為城市應急管理的重要組成部分,社區(qū)是一些基層矛盾集中反映的地方,同時也是突發(fā)事件發(fā)生的第一現(xiàn)場,是處置突發(fā)事件的前沿陣地。所以社區(qū)不但有降低社會風險,促進社會協(xié)調(diào)可持續(xù)發(fā)展的重任,還要對社區(qū)內(nèi)生活的居民進行保護,減少突發(fā)事件的影響。文章將唐山市社區(qū)應急管理機制作為研究對象,使用文獻研究和實踐調(diào)研相結(jié)合的方法,通過實踐調(diào)查唐山市社區(qū)應急管理工作,整理出社區(qū)應急管理機制體系,通過定性研究與定量研究相結(jié)合來分析社區(qū)應急管理機制,在網(wǎng)絡(luò)層次分析法中構(gòu)建唐山社區(qū)應急管理機制運行流程,根據(jù)網(wǎng)絡(luò)層次分析法計算結(jié)果提出完善唐山社區(qū)應急管理機制運行的意見。具體內(nèi)容包括:(1)介紹我國應急管理發(fā)展的歷史背景,闡述社區(qū)應急管理建設(shè)的重要意義,回顧國內(nèi)外應急管理相關(guān)文獻。(2)介紹社區(qū)應急管理理論及其相關(guān)理論基礎(chǔ)。(3)通過對唐山市社區(qū)應急管理的調(diào)查,綜合闡述唐山社區(qū)應急管理發(fā)展現(xiàn)狀及存在的問題。(4)定性研究和定量研究相結(jié)合,通過網(wǎng)絡(luò)層次分析法分析唐山市社區(qū)應急管理機制運行。(5)根據(jù)網(wǎng)絡(luò)層次分析法結(jié)果提出完善唐山市社區(qū)應急管理機制意見。
[Abstract]:With the rapid development of industrialization and urbanization, China's society is in a critical period of transformation. At present, there are many problems in society that need to be solved and have a profound impact on all aspects of China's economic and social development. In the face of increasing risk factors, effective risk management of potential emergencies has become an important task goal of social emergency management. Community is the basic unit of urban social management, an important place for residents to work and live. As an important part of urban emergency management, community is the place where some grass-roots contradictions are concentrated, and at the same time, it is also the first scene of sudden events. It is a front position for dealing with emergencies. Therefore, the community not only has the task of reducing the social risk and promoting the coordinated and sustainable development of the society, but also protects the residents living in the community to reduce the impact of emergencies. This article takes the community emergency management mechanism of Tangshan city as the research object, uses the method of the combination of literature research and practice investigation, through the practice investigation of the community emergency management work of Tangshan city, arranges the community emergency management mechanism system. Through the combination of qualitative research and quantitative study, this paper analyzes the community emergency management mechanism, and constructs the operation process of Tangshan community emergency management mechanism in the network analytic hierarchy process. According to the results of network analytic hierarchy process (AHP), this paper puts forward some suggestions on how to improve the operation of Tangshan community emergency management mechanism. The specific contents include: (1) the historical background of emergency management development in China is introduced, and the significance of community emergency management construction is expounded. The related literatures of emergency management at home and abroad are reviewed. (2) the theory of community emergency management and its theoretical basis are introduced. (3) through the investigation of community emergency management in Tangshan City, The present situation and existing problems of community emergency management in Tangshan are described comprehensively. (4) qualitative and quantitative studies are combined. The network analytic hierarchy process is used to analyze the operation of the community emergency management mechanism in Tangshan. (5) according to the results of the network analytic hierarchy process (AHP), suggestions are put forward to perfect the community emergency management mechanism in Tangshan city.
