【摘要】：基于2015年對黑龍江A鎮(zhèn)12個村莊的調(diào)查,從政治學(xué)和政治經(jīng)濟學(xué)視角對村莊民主自治狀況進行研究。研究發(fā)現(xiàn),民主選舉的基本原則得到較好執(zhí)行,村委會由此獲得代表村民管理村莊的合法性;鄉(xiāng)村精英有動力參選,且當選者被認為有能力、為人正直且愿意為村里辦事,為村莊善治提供了人力資本保證;頻繁的勞動力外流削弱了村民與村莊的經(jīng)濟社會聯(lián)系及參與自治的積極性和責(zé)任感,集體行動難度加大,民主監(jiān)督難以發(fā)揮作用;鎮(zhèn)政府與村委會、鎮(zhèn)政權(quán)與村民自治權(quán)之間的關(guān)系逐步走向法治化。
[Abstract]:Based on a survey of 12 villages in Heilongjiang A town in 2015, this paper studies the democratic autonomy of villages from the perspective of political science and political economics. The research finds that the basic principles of democratic elections are well implemented, and the village committees thus gain the legitimacy of managing villages on behalf of villagers; Rural elites are motivated to stand for election, and the electors are considered capable, upright and willing to work for the village, providing human capital guarantee for the good governance of the village; Frequent labor outflow weakens the economic and social links between villagers and villages and their enthusiasm and sense of responsibility to participate in self-government. The difficulty of collective action is increased and democratic supervision is difficult to play a role. The relationship between the town government and the village committee, the town government and the villagers' self-government is gradually becoming rule of law.
