公共服務(wù)購買中的政府責(zé)任研究——一個分析框架

【摘要】:為了提高公共服務(wù)購買中的公眾滿意度,政府究竟應(yīng)該承擔(dān)哪些責(zé)任?分析發(fā)現(xiàn),一般政府責(zé)任理論應(yīng)用于公共服務(wù)購買領(lǐng)域存在代理人角色沖突和公眾對服務(wù)提供者缺乏約束的局限。論文建構(gòu)了政府責(zé)任理論分析框架,將公共服務(wù)購買中的政府責(zé)任界定為兩個維度:一是政府促進市場競爭的責(zé)任,以提高服務(wù)效率;二是政府保障公眾參與的責(zé)任,以滿足公眾需求。根據(jù)政府履責(zé)的實現(xiàn)程度,形成四種政府責(zé)任模式。通過案例分析得出了有效的公共服務(wù)購買應(yīng)包含以上兩種責(zé)任的同時落實,政府責(zé)任的履行程度與公眾滿意度正相關(guān),以及政府應(yīng)正確認識并利用公共服務(wù)提供中的市場機制,單向度支配公共服務(wù)資源將催化"全能主義"大政府模式的結(jié)論。
[Abstract]:In order to improve the public satisfaction in the purchase of public services, what is the responsibility of the government? It is found that there are some limitations in the application of the general government responsibility theory in the field of public service purchase, such as the conflict of agent roles and the lack of restriction on service providers by the public. The thesis constructs the theoretical analysis framework of government responsibility, defines the government responsibility in the public service purchase as two dimensions: first, the responsibility of the government to promote market competition in order to improve the efficiency of service; Second, the government's responsibility to ensure public participation to meet public needs. According to the degree of government responsibility, four kinds of government responsibility models are formed. Through the case study, it is concluded that the effective purchase of public service should include the above two kinds of responsibilities, the degree of government responsibility is positively related to public satisfaction, and the government should correctly understand and utilize the market mechanism in the public service supply. Unidirectional domination of public service resources will catalyze the conclusion of "omnipotism" large-government model.
