【摘要】：流浪兒童問題不僅給社會(huì)治安帶來嚴(yán)峻的考驗(yàn),同時(shí)也危害著兒童自身的合法權(quán)益,以強(qiáng)制性救助和以遣返為目的的救助模式已經(jīng)不能符合流浪兒童救助保護(hù)工作的發(fā)展需要,構(gòu)建政府主導(dǎo)、社會(huì)參與、預(yù)防為主的流浪兒童社會(huì)救助保護(hù)模式勢在必行。筆者先后兩次對寶雞市救助管理站進(jìn)行實(shí)地調(diào)研之后發(fā)現(xiàn)：寶雞市救助管理站采用政府購買服務(wù)的方式將兒童救助業(yè)務(wù)外包給寶雞市新星流浪兒童援助中心。此外,還以政府購買服務(wù)的方式將青少年工作者協(xié)會(huì)納入到困境兒童的源頭預(yù)防工作中來,對困境兒童進(jìn)行盡早干預(yù)及心理糾正,從源頭預(yù)防流浪兒童的形成。以寶雞市救助管理站為代表的政府部門將更多的社會(huì)力量引入到流浪兒童救助工作的各個(gè)環(huán)節(jié)中來,極大的提高了流浪兒童救助的質(zhì)量與效率,也推動(dòng)了救助站的角色和職能的轉(zhuǎn)變。筆者在深入分析了當(dāng)前我國社會(huì)組織參與流浪兒童救助的現(xiàn)狀及存在的問題之后,發(fā)現(xiàn)寶雞模式正好能夠解決以上的困惑。本文以社會(huì)組織參與流浪兒童救助的寶雞模式為例,分析了寶雞市社會(huì)組織參與流浪兒童救助的發(fā)展歷程,總結(jié)提出了寶雞模式,并分析了寶雞模式的特點(diǎn)、特色。此外,筆者深入分析了寶雞模式的成效、局限性及改進(jìn)對策建議。文章的最后再從理論高度對寶雞模式進(jìn)行了總結(jié)評價(jià),并就推廣寶雞模式的可能性條件進(jìn)行闡述,最終提出推廣寶雞模式的保障性對策建議,為國內(nèi)其他社會(huì)組織參與流浪兒童救助提供經(jīng)驗(yàn)參考。
[Abstract]:The problem of street children not only brings a severe test to public order, but also endangers the legitimate rights and interests of children themselves. The model of compulsory relief and repatriation can no longer meet the needs of the development of relief and protection work for street children. It is imperative to construct a government-led, social participation and prevention-oriented model of social assistance and protection for street children. The author has carried on the field investigation to the Baoji city rescue management station two times successively after the discovery: Baoji city rescue management station uses the government to purchase the service way to outsource the child assistance service to Baoji city new star vagrant child assistance center. In addition, the youth workers' association is brought into the source prevention work of children in distress by the way of government purchasing service, and early intervention and psychological correction are carried out to prevent the formation of street children from the source. The government departments, represented by the Baoji Municipal Rescue Management Station, have introduced more social forces into all aspects of the relief work for street children, which has greatly improved the quality and efficiency of the relief for street children. It also promoted the transformation of the role and function of the aid station. After deeply analyzing the current situation and existing problems of the social organizations involved in the rescue of street children in our country, the author finds that the Baoji model can solve the above puzzles. Taking the Baoji model in which social organizations participate in the rescue of street children as an example, this paper analyzes the development process of social organizations participating in the rescue of street children in Baoji city, summarizes and puts forward the Baoji model, and analyzes the characteristics and characteristics of the Baoji model. In addition, the author analyzed the effect, limitation and countermeasures of Baoji model. At the end of the article, the author summarizes and evaluates Baoji model from the theoretical point of view, expounds the possible conditions of popularizing Baoji model, and finally puts forward some countermeasures and suggestions for popularizing Baoji model. For other social organizations in China to participate in the relief of street children to provide experience reference.
