【摘要】：在信息革命的帶動下,多數(shù)人的生活習慣和社會的運轉(zhuǎn)模式都與革命之前有著巨大的差異,每天都會產(chǎn)生大量數(shù)據(jù)。同時隨著我國政府門戶網(wǎng)站用戶數(shù)量的不斷增多,政務公開內(nèi)容與形式的豐富多樣化,政務信息資源開發(fā)利用的深化,傳統(tǒng)電子政務平臺建設已不能滿足日益發(fā)展的電子政務平臺對于海量數(shù)據(jù)處理能力以及信息交換的高要求。而日漸發(fā)展成熟的信息技術(shù)為電子政務信息交換平臺的構(gòu)建提供了強大的技術(shù)支撐,有效解決“信息孤島”等傳統(tǒng)電子政務平臺難以解決的問題。毋庸置疑,將信息技術(shù)運用于政務網(wǎng)絡及平臺建設必將成為電子政務新的發(fā)展契機。由此,大數(shù)據(jù)環(huán)境下的電子政務平臺建設研究成為了時下一大研究熱點。本文主要內(nèi)容是研究大數(shù)據(jù)背景下長沙市電子政務平臺的建設狀況,將近階段的發(fā)展結(jié)果總結(jié)成文,并且對發(fā)展過程中出現(xiàn)的問題進行探討,進一步研究造成問題原因并給出相應的解決方案。本文從大數(shù)據(jù)以及電子政務的定義開始論述,探討了由大數(shù)據(jù)驅(qū)動的電子政務平臺與一般意義上的電子政務平臺有什么優(yōu)勢以及新公共服務這個理論基礎(chǔ)。其次,闡述了大數(shù)據(jù)背景對電子政務平臺建設有何要求。然后,調(diào)查研究目前長沙市的電子政務平臺建設現(xiàn)狀,歸納概括大數(shù)據(jù)背景下長沙市電子政務平臺建設過程中存在的問題,這些問題主要包括平臺基礎(chǔ)設施落后、數(shù)據(jù)開放不全面、部門信息資源共享不足、公眾參與仍然以象征性參與為主四個方面,以及問題形成的原因。文章的最后提出了解決這些問題的一些對策,研究如何應用大數(shù)據(jù)進一步推動長沙市電子政務平臺建設。
[Abstract]:Driven by the information revolution, most people's living habits and social modes of operation are greatly different from those before the revolution, and large amounts of data are generated every day. At the same time, with the increasing number of government portal users, the rich and diversified contents and forms of open government affairs, and the deepening of the development and utilization of government information resources, The construction of traditional e-government platform can not meet the high requirement of mass data processing ability and information exchange. The increasingly mature information technology provides a powerful technical support for the construction of E-government information exchange platform, and effectively solves the difficult problems of traditional e-government platform such as "information isolated island". There is no doubt that the application of information technology to the construction of government network and platform will become a new development opportunity of e-government. As a result, the construction of E-government platform under big data environment has become a major research hotspot. The main content of this paper is to study the construction of Changsha E-government platform under the background of big data, summarize the development results in the near stage, and discuss the problems in the process of development. Further study causes of the problem and give corresponding solutions. This paper begins with the definition of big data and E-government, and discusses the advantages of the E-government platform driven by big data and the general E-government platform and the theoretical basis of the new public service. Next, elaborated big data background to the e-government platform construction has what the request. Then, it investigates and studies the current situation of E-government platform construction in Changsha, summarizes the problems existing in the construction process of E-government platform in Changsha under the background of big data, these problems mainly include the backward infrastructure of the platform. The data opening is not comprehensive, the department information resource sharing is insufficient, the public participation is still symbolic participation mainly in four aspects, and the reason of the problem. Finally, this paper puts forward some countermeasures to solve these problems, and studies how to use big data to further promote the construction of Changsha E-government platform.
