民族地區(qū)公眾感知政府與政府公信力的相關(guān)性研究

【摘要】:近年,在世界范圍內(nèi)出現(xiàn)了政府公信力危機(jī)。我國(guó)自2003年的非典事件之后,政府公信力問題正式進(jìn)入到政府以及公眾的關(guān)注點(diǎn)之中。在之后,威脅我國(guó)政府公眾信任的事件頻發(fā),使得政府公信力成為當(dāng)今政府最關(guān)注的問題之一。政府公信力的高低不僅影響到公眾對(duì)政府的信任度問題,甚至是關(guān)系到政府存在的合法性的關(guān)鍵因素。因此對(duì)于民族地區(qū)政府公信力研究迫在眉睫。公眾感知下的政府對(duì)政府公信力存在怎樣的影響是本文最主要討論的問題,利用定量分析方法,運(yùn)用問卷調(diào)查的方式收集數(shù)據(jù),并且運(yùn)用SPSS統(tǒng)計(jì)分析軟件對(duì)收集來的數(shù)據(jù)進(jìn)行統(tǒng)計(jì)分析。以此來尋找公眾感知政府與民族地區(qū)政府公信力的相關(guān)性。最后在數(shù)據(jù)分析的基礎(chǔ)上,得到相關(guān)的結(jié)論:整體而言民族地區(qū)的公眾對(duì)政府的認(rèn)同度以及對(duì)政府的信任程度都低于平均水平。其中在公眾感知政府下,公民對(duì)政府行政服務(wù)質(zhì)量最不信任;在政府公信力變量下,公民對(duì)政府可信承諾的信任度最低;谏鲜銮闆r,主要提出如下對(duì)策:樹立公共服務(wù)理念;編訂公務(wù)員行為規(guī)范手冊(cè),其實(shí)施結(jié)果納入績(jī)效考核之中;重視網(wǎng)絡(luò)政府的構(gòu)建。
[Abstract]:In recent years, there has been a crisis of credibility in the world. Since the SARS incident in 2003, the issue of government credibility has formally entered the attention of the government and the public. After that, the public trust of our government is threatened frequently, which makes the credibility of government become one of the most concerned issues. The credibility of the government not only affects the trust of the public to the government, but also the key factor of the legitimacy of the government. Therefore, it is urgent to study the credibility of the government in ethnic regions. What kind of influence the government has on the credibility of the government under the public perception is the most important issue discussed in this paper. Using the method of quantitative analysis and using the method of questionnaire to collect the data, And use the SPSS statistical analysis software to collect the data to carry on the statistical analysis. In order to find the relevance of public perception of the government and the credibility of the government in ethnic areas. Finally, on the basis of data analysis, the relevant conclusions are drawn: the public's approval of the government and the degree of trust to the government in the whole minority areas are all lower than the average level. Under the public perception of the government, citizens have the least trust in the quality of government administrative services; under the variables of government credibility, citizens have the lowest trust in the credible commitment of the government. Based on the above situation, this paper puts forward the following countermeasures: to establish the concept of public service; to compile the manual of civil servants' behavior norms, whose implementation results are included in the performance appraisal; and to attach importance to the construction of the network government.
