【摘要】：黨群部門權(quán)責(zé)清單制度是黨政群機(jī)構(gòu)改革統(tǒng)籌發(fā)展的重要內(nèi)容,旨在推進(jìn)權(quán)責(zé)清單的體系全覆蓋,是依法治國理政的必要條件,是深化改革創(chuàng)新的根本舉措,是服務(wù)國家戰(zhàn)略的重要基礎(chǔ)。黨群部門權(quán)責(zé)清單制度能夠促進(jìn)不同主體間信息共享,有效推動(dòng)"馬太-雪球"效應(yīng)的正向演進(jìn)。通過加強(qiáng)過程管理,精細(xì)規(guī)制設(shè)計(jì),并利用網(wǎng)絡(luò)平臺(tái),可以實(shí)現(xiàn)黨群部門權(quán)責(zé)清單制度的動(dòng)態(tài)優(yōu)化、標(biāo)準(zhǔn)化,以及權(quán)責(zé)清單體系運(yùn)轉(zhuǎn)的良性與便捷。
[Abstract]:The power and responsibility list system of the Party and masses departments is an important content of the overall development of the reform of the party, government and mass organizations. It aims to promote the full coverage of the power and responsibility list system, is a necessary condition for governing the country according to law, and is a fundamental measure for deepening reform and innovation. It is the important foundation of serving national strategy. The power and responsibility list system of party and group departments can promote the information sharing among different subjects and effectively promote the positive evolution of "Matthew-snowball" effect. Through strengthening the process management, fine regulation design and using the network platform, we can realize the dynamic optimization, standardization, and the benign and convenient operation of the power and responsibility list system.
