基于產學研協(xié)同創(chuàng)新的政府治理模式研究

【摘要】：在全球進入知識經濟時代后,知識在生產中占主導地位,科學技術也發(fā)展迅猛,技術創(chuàng)新在國家創(chuàng)新中的地位日益凸顯,我國也在全面建設創(chuàng)新型國家。在這樣一個大背景下,產學研協(xié)同創(chuàng)新作為提升技術創(chuàng)新能力的最重要的途徑之一,不僅提升了我國企業(yè)在經濟全球化下的競爭力,也提升了國家的創(chuàng)新能力。在產學研協(xié)同創(chuàng)新的發(fā)展過程中,也出現(xiàn)了多種產學研合作的發(fā)展模式,每種模式都具有自身的優(yōu)勢與局限,而我國的產學研協(xié)同創(chuàng)新政府治理模式需要怎樣優(yōu)化,建立一種怎樣的模式以充分發(fā)揮產學研協(xié)同創(chuàng)新合作的作用,便是本文研究的基本點與研究目的。本文主要采用了文獻研究法與理論分析法,同時實現(xiàn)宏觀與微觀相結合,堅持邏輯實證主義,所以論文結合邏輯順序論述,主要分為了五個部分:第一部分,闡述產學研協(xié)同創(chuàng)新的概念與發(fā)展,對概念與理論基礎進行了區(qū)分與闡述,在理論基礎方面,主要用到了三重螺旋理論,社會治理理論,新公共服務理論與創(chuàng)新理論,結合理論對產學研協(xié)同創(chuàng)新的主體,政府的職責與產學研協(xié)同創(chuàng)新的運行模式進行分析,主要用三螺旋理論來理清產學研協(xié)同創(chuàng)新的主體,運用社會治理理論與新公共服務理論定位政府職責,建設“服務型”政府,并運用創(chuàng)新理論定位產學研協(xié)同創(chuàng)新的創(chuàng)新要素,構建產學研協(xié)同創(chuàng)新的運行模式。第二部分,列舉與總結了產學研發(fā)展的主要模式并對其現(xiàn)狀進行分析,包括企業(yè)主導型,科研院所主導型,政府主導型的產學研協(xié)同創(chuàng)新管理模式。在對每種模式闡述的基礎上對模式的現(xiàn)狀進行分析,指出我國的產學研協(xié)同創(chuàng)新合作中,企業(yè)逐漸發(fā)揮著重要的作用,政府逐漸退居幕后,履行服務職能,起到引導與推動的作用。第三部分,指出產學研協(xié)同創(chuàng)新的政府治理模式存在的問題與問題產生的原因,首先指出產學研協(xié)同創(chuàng)新政府治理模式存在的問題,根據(jù)創(chuàng)新理論中的創(chuàng)新要素分析,主要將原因歸納為技術市場管理體制不完善,導致產學研協(xié)同創(chuàng)新的創(chuàng)新基礎薄弱;政府的職能缺位,為產學研協(xié)同創(chuàng)新提供的創(chuàng)新動力不足;科技管理體制不完善,產學研協(xié)同創(chuàng)新保障無法實現(xiàn)。第四部分,對產學研協(xié)同創(chuàng)新的政府治理模式進行優(yōu)化路徑分析,首先,分析產學研協(xié)同創(chuàng)新各方需求分析,其次,理清各主體的定位與職能,并確定產學研協(xié)同創(chuàng)新政府治理模式優(yōu)化的實現(xiàn)要素,本文主要劃分三階段要素:市場是創(chuàng)新基礎,資金、技術、人才是創(chuàng)新動力,體制是創(chuàng)新保障,并確立產學研協(xié)同創(chuàng)新政府治理模式的工具要素,最終確立建設政府服務型治理模式。第五部分,從創(chuàng)新要素的創(chuàng)新基礎,創(chuàng)新動力與創(chuàng)新保障入手,為建立政府服務型的產學研協(xié)同創(chuàng)新政府治理模式提供對策建議。
[Abstract]:After the global entry into the era of knowledge economy, knowledge plays a leading role in production, science and technology are developing rapidly, technological innovation is becoming increasingly prominent in national innovation, and China is also building an innovative country in an all-round way. Under such a background, as one of the most important ways to improve the ability of technological innovation, industry-university-research cooperative innovation not only enhances the competitiveness of Chinese enterprises under the economic globalization, but also promotes the national innovation ability. In the process of the development of collaborative innovation between industry, university and research, there are also a variety of development models of industry, education and research cooperation, each model has its own advantages and limitations, and how to optimize the government governance mode of industry, university and research cooperation innovation in our country. It is the basic point and purpose of this paper to establish a kind of model to give full play to the role of the cooperation of industry, university and research. This article mainly adopts the literature research method and the theory analysis method, simultaneously realizes the macroscopic and the microscopic union, adheres to the logic positivism, therefore the paper unifies the logic sequence elaboration, mainly divides into five parts: the first part, This paper expounds the concept and development of collaborative innovation between industry, college and research, and distinguishes and expounds the concept and theoretical basis. In the theoretical basis, it mainly uses the theory of triple helix, the theory of social governance, the theory of new public service and the theory of innovation. Combining with the theory, the author analyzes the main body of the collaborative innovation of industry, university and research, the responsibility of the government and the operation mode of the cooperative innovation of the industry, education and research, and mainly uses the triple helix theory to clarify the main body of the collaborative innovation of the industry, education and research. Using the social governance theory and the new public service theory to locate the government responsibility, to construct the "service-oriented" government, and to use the innovation theory to locate the innovation elements of the industry-study-research cooperative innovation, and to construct the operation mode of the industry-study-research cooperative innovation. In the second part, the author enumerates and summarizes the main models of the development of industry, university and research, and analyzes the present situation, including the enterprise-oriented, the scientific research institute and the government-oriented cooperative innovation management mode. Based on the analysis of the current situation of each model, it is pointed out that in the cooperative innovation and cooperation between industry, university and research, the enterprises are gradually playing an important role, and the government gradually retreats behind the scenes to perform the service function. Play the role of guidance and promotion. In the third part, the author points out the problems and causes of the government governance model of the collaborative innovation of industry, college and research. Firstly, it points out the problems existing in the government governance mode of the collaborative innovation of industry, education and research, and analyzes the innovation elements in the innovation theory. The main reasons are that the management system of technology market is not perfect, which leads to the weak innovation foundation of industry-university-research collaborative innovation. The function of the government is absent, and the innovation motive force for the collaborative innovation of industry, university and research is insufficient, and the scientific and technological management system is not perfect, and the guarantee of collaborative innovation of industry, education and research cannot be realized. In the fourth part, the government governance mode of collaborative innovation between industry, university and research is analyzed. Firstly, the needs of all parties are analyzed. Secondly, the positioning and function of the main body are clarified. This paper mainly divides into three stages: the market is the foundation of innovation, the capital, the technology, the talented person is the innovation motive force, the system is the innovation safeguard. Finally, it establishes the tool elements of innovation of government governance mode, and finally establishes the construction of government service governance model. The fifth part, starting with the innovation foundation of innovation elements, innovation motive force and innovation guarantee, provides countermeasures and suggestions for the establishment of government service-oriented collaborative innovation government governance model of industry, education and research.
