【摘要】：高校應(yīng)急管理是整個社會危機管理系統(tǒng)的重要組成部分,已成為現(xiàn)代大學(xué)治理的一項重要內(nèi)容。近年來,高校社會安全突發(fā)事件頻發(fā),具有難以預(yù)見(隨機性、離散性、小概率)、處置緊迫、危害嚴(yán)重和廣泛影響等特點,對高校正常教學(xué)生活秩序、師生安全及社會穩(wěn)定等造成不良影響。如何有效應(yīng)對高校社會安全突發(fā)事件,已越來越引起高校管理人員及學(xué)者們的廣泛關(guān)注。本文以高校社會安全突發(fā)事件為研究對象,運用情景-應(yīng)對理論,研究應(yīng)急準(zhǔn)備體系構(gòu)建問題。在系統(tǒng)梳理國內(nèi)外研究現(xiàn)狀基礎(chǔ)上,科學(xué)界定了高校社會安全突發(fā)事件的內(nèi)涵,分析其典型特征;應(yīng)用情景理論構(gòu)建高校社會安全突發(fā)事件的整體理論模型、關(guān)鍵情景要素識別與提取理論模型、情景演化理論模型、應(yīng)急準(zhǔn)備體系理論模型;運用AHP法、熵權(quán)法、因子-主成分分析法,構(gòu)建高校社會安全突發(fā)事件關(guān)鍵情景要素識別和提取模型;通過系統(tǒng)動力學(xué)方法構(gòu)建高校社會安全突發(fā)事件演化模型;最后,通過對已發(fā)生的多個高校社會安全突發(fā)事件進行回溯性案例研究,提出了情景應(yīng)對型應(yīng)急準(zhǔn)備體系基本構(gòu)成及高校社會安全突發(fā)事件應(yīng)急準(zhǔn)備體系的構(gòu)建策略。研究具有一定的創(chuàng)新性:第一,研究視角和思路的創(chuàng)新:以“情景”為視角,提出了高校社會安全突發(fā)事件應(yīng)急準(zhǔn)備體系的理論模型和研究思路,并以致災(zāi)體、承災(zāi)體、抗災(zāi)體為主體,構(gòu)建了情景-應(yīng)對型高校社會安全突發(fā)事件應(yīng)急準(zhǔn)備體系,相應(yīng)提出了高校構(gòu)建社會安全突發(fā)事件應(yīng)急準(zhǔn)備體系的策略。第二,研究關(guān)鍵情景要素提取的方法與結(jié)果創(chuàng)新:利用致災(zāi)體、承災(zāi)體、抗災(zāi)體“三體”模式,構(gòu)建了高校社會安全突發(fā)事件關(guān)鍵情景要素提取模型,通過多種方法提取關(guān)鍵情景要素,結(jié)果發(fā)現(xiàn)關(guān)鍵情景要素相對集中在致災(zāi)體和承災(zāi)體。第三,研究多情景視角演化研判的模式創(chuàng)新:基于情景理論,深入分析了高校社會安全突發(fā)事件情景演化的內(nèi)在機理;以某群體沖突為例應(yīng)用系統(tǒng)動力學(xué)方法構(gòu)建情景演化模型,對多情景演化路徑進行算例仿真。相關(guān)研究成果為高校有效地進行情景-應(yīng)對社會安全突發(fā)事件提供指導(dǎo)與借鑒。
[Abstract]:University emergency management is an important part of the whole social crisis management system, and has become an important content of modern university governance. In recent years, social security emergencies in colleges and universities occur frequently, with the characteristics of unpredictable (randomness, discreteness, small probability), urgent disposal, serious harm and extensive impact on the normal teaching and living order of colleges and universities. Safety of teachers and students and social stability and other adverse effects. How to effectively deal with social security emergencies in colleges and universities has attracted more and more attention from university administrators and scholars. This paper studies the construction of emergency preparedness system by using the situational-coping theory with the social security emergencies in colleges and universities as the research object. On the basis of systematically combing the current research situation at home and abroad, this paper scientifically defines the connotation of social security emergencies in colleges and universities, and analyzes its typical characteristics. The whole theoretical model of social security emergencies in colleges and universities, the identification and extraction model of key scene elements, the theoretical model of scenario evolution and the theoretical model of emergency preparedness system are constructed by using scenario theory. Using AHP method, entropy weight method and factor-principal component analysis method, the identification and extraction model of key situational elements of social security emergencies in colleges and universities is constructed, and the evolution model of social security emergencies in colleges and universities is constructed by system dynamics method. Finally, based on the retrospective case study of social security emergencies in colleges and universities, the basic structure of situational emergency preparedness system and the construction strategy of emergency preparedness system for social security emergencies in colleges and universities are put forward. The research has certain innovation: first, the innovation of research perspective and thinking: from the perspective of "scene", the theoretical model and research ideas of emergency preparedness system of social security emergency in colleges and universities are put forward, and the disaster body, disaster body, This paper constructs a situation-response emergency preparedness system for social security emergencies in colleges and universities, and puts forward corresponding strategies for the construction of emergency preparedness system for social security emergencies in colleges and universities. Secondly, the paper studies the methods and results of the extraction of key scene elements: by using the "three-body" model of disaster-causing, disaster-bearing and disaster-resistant, a model of extracting key situational elements of social security emergencies in colleges and universities is constructed. The key scenario elements are extracted by many methods, and the results show that the key scenario elements are relatively concentrated in the disaster-causing and disaster-bearing elements. Thirdly, it studies the model innovation of multi-scenario perspective: based on scenario theory, it deeply analyzes the internal mechanism of the evolution of social security emergencies in colleges and universities; Taking a group conflict as an example, the scenario evolution model is constructed by using system dynamics method, and the multi-scenario evolution path is simulated by a numerical example. The relevant research results provide guidance and reference for colleges and universities to effectively carry out situational-response to social security emergencies.
