【摘要】：十八大明確強(qiáng)調(diào)建設(shè)生態(tài)文明,是化解經(jīng)濟(jì)社會發(fā)展與生態(tài)環(huán)境保護(hù)矛盾,促進(jìn)人與自然和諧的戰(zhàn)略舉措,是建設(shè)美麗中國,實(shí)現(xiàn)中華民族永續(xù)發(fā)展的根本保證。政府作為生態(tài)文明建設(shè)的核心主體,在生態(tài)文明建設(shè)中發(fā)揮著引領(lǐng)、組織、規(guī)范、和監(jiān)督的作用。如何發(fā)揮政府的這些作用,明確界定政府生態(tài)責(zé)任的內(nèi)涵與外延,分析政府責(zé)任履行中存在的問題,完善政府生態(tài)責(zé)任體系和加強(qiáng)責(zé)任制度建設(shè)是亟待解決的問題,本文試圖對上述問題進(jìn)行探討。論文第一、二部分主要闡述了政府生態(tài)責(zé)任的內(nèi)涵(對政府生態(tài)責(zé)任重新進(jìn)行了厘定)與外延(政府生態(tài)責(zé)任與政府其他責(zé)任之間的關(guān)系,政府生態(tài)責(zé)任的特征、意義),以及政府生態(tài)責(zé)任中律他責(zé)任與律己責(zé)任兩方面的具體內(nèi)容。我國當(dāng)前生態(tài)文明建設(shè)過程中在政府生態(tài)責(zé)任認(rèn)知、生態(tài)責(zé)任體系和生態(tài)責(zé)任執(zhí)行方面取得了許多值得肯定的成績,但在政府生態(tài)責(zé)任履行現(xiàn)狀中也存在著不少突出的問題,究其原因主要體現(xiàn)在政府生態(tài)責(zé)任缺失、生態(tài)責(zé)任履行不到位、生態(tài)責(zé)任執(zhí)行梗阻等方面,這些內(nèi)容分布在文中第三、四部分。論文最后兩個部分主要闡述了面對我國政府踐行生態(tài)責(zé)任過程中客觀存在的現(xiàn)實(shí)問題,借鑒西方發(fā)達(dá)國家的經(jīng)驗(yàn),并結(jié)合我國的實(shí)際情況,全面分析后總結(jié)出強(qiáng)化我國政府生態(tài)責(zé)任的具體路徑,主要包括強(qiáng)化政府自身生態(tài)責(zé)任意識,構(gòu)建科學(xué)、合理的生態(tài)管理制度,健全政府生態(tài)責(zé)任決策監(jiān)督體系,以及構(gòu)建以政府為主導(dǎo),市場組織、公民、社會組織共同參與的生態(tài)文明社會等方式全面推動政府履行生態(tài)責(zé)任,加強(qiáng)我國生態(tài)文明建設(shè)。
[Abstract]:The Eighteenth National Congress clearly emphasizes the construction of ecological civilization, which is a strategic measure to resolve the contradiction between economic and social development and ecological environment protection, promote harmony between man and nature, and is the fundamental guarantee for building a beautiful China and realizing the sustainable development of the Chinese nation. As the core subject of ecological civilization construction, government plays a leading, organizing, standardizing and supervising role in the construction of ecological civilization. How to give full play to these roles of the government, clearly define the connotation and extension of the government's ecological responsibility, analyze the problems existing in the implementation of the government's responsibility, perfect the government's ecological responsibility system and strengthen the construction of the responsibility system are the urgent problems to be solved. This paper attempts to discuss the above problems. The first and second parts of the thesis mainly expound the connotation of the government ecological responsibility (redefining the government ecological responsibility) and the extension (the relationship between the government ecological responsibility and other government responsibilities, the characteristics and significance of the government ecological responsibility). And the government ecological responsibility in the law responsibility and the law responsibility two aspects of specific content. In the process of ecological civilization construction in China, many achievements have been made in government ecological responsibility cognition, ecological responsibility system and ecological responsibility implementation, but there are many outstanding problems in government ecological responsibility performance. The main reasons are the lack of ecological responsibility of government, the lack of implementation of ecological responsibility, the obstruction of implementation of ecological responsibility, and so on. These contents are distributed in the third and fourth parts of this paper. The last two parts of the thesis mainly expound the realistic problems existing in the process of our government practicing ecological responsibility, draw lessons from the experience of the western developed countries, and combine the actual situation of our country. After comprehensive analysis, the concrete ways to strengthen the ecological responsibility of government in China are summarized, which mainly include strengthening the consciousness of ecological responsibility of the government itself, constructing a scientific and reasonable ecological management system, and perfecting the decision-making and supervision system of the government's ecological responsibility. And the construction of ecological civilization society in which the government is the leading, the market organization, the citizen and the social organization participate together, etc., to push the government to fulfill the ecological responsibility and strengthen the ecological civilization construction of our country.
