【摘要】：政府的行政特長與社會的專業(yè)特長可以結(jié)合到一起,構(gòu)成一種新型的治理體系。該體系中,兩大主體之間不是簡單的加總或合作,而是呈現(xiàn)為一種有機(jī)的模式和結(jié)構(gòu),且其治理效果可以超出其中任何一種主體的單獨(dú)作用。即使在社會組織依靠自身能力還不足以勝任之時,這種治理的模式依然可以走上前臺,并為最終純粹的社會化運(yùn)作奠定基礎(chǔ)。
[Abstract]:The administrative specialty of the government and the specialty of the society can be combined to form a new governance system. In this system, the two main bodies are not simply added or cooperated, but presented as an organic model and structure, and their governance effect can exceed the single action of any one of them. Even when social organizations are not competent enough to rely on their own abilities, this model of governance can still come to the fore and lay the foundation for a final, purely social operation.
