【摘要】：[目的/意義]西方的發(fā)展經(jīng)驗表明,發(fā)展成熟的社會組織是推行政府購買公共服務(wù)的必要條件,我國的社會組織發(fā)育尚不成熟,但政府購買服務(wù)仍取得了一系列的成效,這就需要對政府購買公共服務(wù)的中國經(jīng)驗和實踐進行總結(jié)。[方法/過程]以新制度主義理論為分析框架,總結(jié)我國基層政府購買公共服務(wù)的經(jīng)驗和問題,并進行解釋。[結(jié)果/結(jié)論]研究發(fā)現(xiàn),基于單中心的治理傳統(tǒng)和非均衡的地區(qū)發(fā)展情況,我國在實踐中形成了以點帶面、政府主導(dǎo)、培育與合作并舉,并將社會組織作為購買服務(wù)的主要承接主體等政府購買公共服務(wù)的中國化經(jīng)驗,促進了政府購買服務(wù)的發(fā)展;同時,也存在著標(biāo)準(zhǔn)化程度不高,獨立競爭性購買比例較小,服務(wù)評估和監(jiān)管力度不夠,以及社會信任度較低等需要進一步完善的地方。新制度主義理性選擇理論和合法性理論可以較好地解釋這些不足背后地方政府和社會組織的行為邏輯。未來工作的關(guān)鍵在于推進政府購買公共服務(wù)的制度化。
[Abstract]:[purpose / significance] Western development experience shows that the development of mature social organizations is a necessary condition for the government to purchase public services, and that the social organizations in China are not yet mature, but the government purchase of services has achieved a series of results. It is necessary to sum up the Chinese experience and practice of government purchasing public services. [method / process] taking the new institutionalism theory as the analysis frame, summarizes and explains the experiences and problems of our country's grass-roots government purchasing public service. [results / conclusion] the study found that, based on the single-center governance tradition and uneven regional development, our country has formed a point by point, government-led, cultivation and cooperation in practice, And taking social organization as the main undertaking subject of purchasing service and other experiences of government purchasing public service in China has promoted the development of government purchase service. At the same time, there are still some problems that need to be further improved, such as low standardization, small proportion of independent competitive purchase, insufficient evaluation and supervision of service, and low social trust. The rational choice theory and legitimacy theory of neo-institutionalism can better explain the behavioral logic of local government and social organization behind these shortcomings. The key to future work is to promote the institutionalization of government purchases of public services.
