【摘要】：文章首先對(duì)國(guó)內(nèi)外研究歐洲開放政府?dāng)?shù)據(jù)的文獻(xiàn)進(jìn)行了回顧,從政策、資金、培訓(xùn)、評(píng)估4個(gè)方面總結(jié)了歐洲開放政府?dāng)?shù)據(jù)的合作模式,重點(diǎn)分析了數(shù)據(jù)共建共享的實(shí)現(xiàn)途徑——?dú)W洲數(shù)據(jù)門戶的數(shù)據(jù)源整合、數(shù)據(jù)發(fā)布、數(shù)據(jù)利用和許可協(xié)議,最后提出數(shù)據(jù)開放和隱私保護(hù)并重、專項(xiàng)資金、專門復(fù)合人才培養(yǎng)以及完善的數(shù)據(jù)管理和平臺(tái)評(píng)估等有益經(jīng)驗(yàn)。
[Abstract]:First of all, the paper reviews the domestic and foreign literature on European open government data, summarizes the cooperation model of European open government data from four aspects: policy, funding, training and evaluation. This paper mainly analyzes the ways to realize data co-construction and sharing-data source integration, data release, data utilization and licensing agreement of European data portal. Finally, it puts forward that data openness and privacy protection should be equally emphasized, with special funds. Specialized compound personnel training and perfect data management and platform evaluation and other useful experience.
