【摘要】：服務(wù)型政府的建設(shè)是現(xiàn)代社會經(jīng)濟(jì)發(fā)展的迫切需求,是建設(shè)社會主義新農(nóng)村新牧區(qū),推進(jìn)農(nóng)村(牧區(qū))綜合改革的現(xiàn)實(shí)需要,也是統(tǒng)籌城鄉(xiāng)一體化發(fā)展的重要舉措。本文的研究試圖在有效分析國內(nèi)外服務(wù)型政府建設(shè)基本情況的基礎(chǔ)上,結(jié)合邊境民族地區(qū)——額濟(jì)納旗的現(xiàn)實(shí),充分考慮邊境民族地區(qū)的特殊性,對額濟(jì)納旗服務(wù)型政府建設(shè)存在的問題和原因進(jìn)行全面系統(tǒng)的分析,針對性的提出了切實(shí)可行的對策建議,從而為加快偏遠(yuǎn)邊境民族地區(qū)服務(wù)型政府建設(shè)、推動地方社會經(jīng)濟(jì)發(fā)展、突破發(fā)展瓶頸、促進(jìn)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變、調(diào)整產(chǎn)業(yè)結(jié)構(gòu)提供可靠依據(jù),以進(jìn)一步優(yōu)化公共服務(wù)環(huán)境,改善基礎(chǔ)生活環(huán)境,提升黨的吸引力,增強(qiáng)民族凝聚力和偏遠(yuǎn)邊境民族地區(qū)群眾對黨的認(rèn)同感,提高基層政府的科學(xué)決策水平和公共服務(wù)能力,提升牧民群眾的幸福感和"滿意度",進(jìn)而為實(shí)現(xiàn)中華民族偉大復(fù)興的"中國夢"匯聚力量。
[Abstract]:The construction of service-oriented government is an urgent need for the development of modern society and economy, a realistic need for building a new socialist countryside and a new pastoral area, and a practical need for promoting the comprehensive reform of the countryside (pastoral area), as well as an important measure for coordinating the development of urban and rural integration. Based on the effective analysis of the basic situation of the service-oriented government construction at home and abroad, this paper attempts to consider the particularity of the border ethnic areas in the light of the reality of the border ethnic areas-Ejina Banner. In order to speed up the construction of service-oriented government in remote border ethnic areas, the problems and causes of construction of service-oriented government in Ejina Banner are analyzed comprehensively and systematically, and practical countermeasures and suggestions are put forward in order to speed up the construction of service-oriented government in remote border ethnic areas. To promote local social and economic development, to break through the bottleneck of development, to promote the transformation of the mode of economic development, and to adjust the industrial structure to provide a reliable basis for further optimizing the public service environment, improving the basic living environment, and enhancing the Party's attractiveness, To enhance national cohesion and the sense of identity of the people in remote border ethnic areas to the Party, and to improve the level of scientific decision-making and the ability of public service of grass-roots governments, To improve the happiness and satisfaction of herdsmen, and then to bring together the "Chinese Dream" to realize the great rejuvenation of the Chinese nation.
