【摘要】：十八大以來的改革舉措,在降低市場(chǎng)準(zhǔn)入門檻以順應(yīng)發(fā)展需要的同時(shí),必然會(huì)對(duì)市場(chǎng)準(zhǔn)入服務(wù)效能產(chǎn)生強(qiáng)大的沖擊。而為了適應(yīng)發(fā)展形勢(shì),更好地貼近服務(wù)相對(duì)人的需求,必須加快優(yōu)化職能部門內(nèi)部管理,從而提升服務(wù)效能。因此在工商服務(wù)中心這樣的機(jī)構(gòu)內(nèi)部的績(jī)效管理模式中引入先進(jìn)的績(jī)效評(píng)估機(jī)制勢(shì)在必行。筆者順應(yīng)形勢(shì)發(fā)展需要適時(shí)開展此項(xiàng)研究,目的是希望能在提升職能服務(wù)機(jī)構(gòu)對(duì)績(jī)效管理體制革新的重視程度方面起到積極作用,從而樹立先進(jìn)的管理理念,不斷提升決策的科學(xué)性,進(jìn)一步提升服務(wù)效率,加快職能轉(zhuǎn)變,以更好地適應(yīng)日益增長(zhǎng)的社會(huì)需求,為社會(huì)公眾提供更多更好的服務(wù)產(chǎn)品,使人民群眾在深化改革、不斷解放和發(fā)展生產(chǎn)力中更多受益。為了實(shí)現(xiàn)這一目的,筆者結(jié)合所學(xué),在開展深入的實(shí)地調(diào)研和認(rèn)真查閱相關(guān)文獻(xiàn)資料的基礎(chǔ)上,盡可能多地運(yùn)用了自己所知的調(diào)查研究手段和方法,對(duì)職能服務(wù)機(jī)構(gòu)革新績(jī)效管理指標(biāo)體系和開展績(jī)效評(píng)估的必要性和緊迫性進(jìn)行了論證,對(duì)當(dāng)前國(guó)內(nèi)外研究現(xiàn)狀以及引入國(guó)外先進(jìn)的績(jī)效管理經(jīng)驗(yàn)和理念的可行性進(jìn)行了論證分析,并對(duì)工商服務(wù)中心績(jī)效評(píng)估指標(biāo)體系進(jìn)行了分析、論證、重構(gòu)和革新,同時(shí)通過對(duì)比績(jī)效管理體系改革前后的工作實(shí)績(jī)、效能以及社會(huì)評(píng)價(jià)結(jié)果等指標(biāo),對(duì)實(shí)施此項(xiàng)革新的主要成果進(jìn)行了闡述,最后結(jié)合研究過程中發(fā)現(xiàn)的問題給出進(jìn)一步健全完善績(jī)效管理體系的意見和展望。
[Abstract]:Since the 18th National Congress of the CPC, the reform measures, while lowering the threshold of market access to meet the needs of development, will inevitably have a strong impact on the effectiveness of market access services. In order to adapt to the development situation and get closer to the needs of the service counterpart, we must speed up the optimization of the internal management of the functional department, thereby enhancing the efficiency of the service. Therefore, it is imperative to introduce the advanced performance evaluation mechanism into the internal performance management model of the industrial and commercial service center. The author adapts to the development of the situation to carry out this research in a timely manner, in the hope that it can play a positive role in enhancing the importance attached by the functional service organizations to the reform of the performance management system, thereby setting up advanced management concepts. We should continuously improve the scientific nature of decision-making, further improve service efficiency, speed up the transformation of functions, better adapt to the growing social needs, provide more and better service products to the public, and enable the people to deepen reform. We will continue to liberate and develop the productive forces in order to benefit more. In order to achieve this goal, the author combined with what he learned, on the basis of carrying out in-depth field research and carefully consulting relevant literature and materials, using as much as possible the means and methods of investigation and research known to me. This paper demonstrates the necessity and urgency of reforming the performance management index system and carrying out the performance evaluation in the functional service organizations. The present research situation at home and abroad and the feasibility of introducing foreign advanced performance management experience and concept are discussed and analyzed, and the performance evaluation index system of business service center is analyzed, demonstrated, reconstructed and innovated. At the same time, by comparing the performance, efficiency and social evaluation results before and after the reform of the performance management system, the main results of the implementation of the innovation are described. Finally, combined with the problems found in the process of research, the author gives some suggestions and prospects to improve the performance management system.
