【摘要】:黨的十八大之后,隨著我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展進(jìn)入到全面深化改革新時(shí)期,我國(guó)公務(wù)員群體的職業(yè)狀態(tài)成為社會(huì)關(guān)注的一個(gè)焦點(diǎn)性問題,相應(yīng)的公務(wù)員的職業(yè)管理體制也進(jìn)入到深化改革的關(guān)鍵階段。源自組織結(jié)構(gòu)和社會(huì)評(píng)價(jià)的職業(yè)壓力與風(fēng)險(xiǎn),是公務(wù)員職業(yè)風(fēng)險(xiǎn)的關(guān)鍵性因素;赑EST模型分析,經(jīng)濟(jì)社會(huì)環(huán)境變遷、政府體制改革、公務(wù)員職業(yè)選擇及其個(gè)人自身素質(zhì)等構(gòu)成了公務(wù)員職業(yè)壓力與風(fēng)險(xiǎn)影響因素的多個(gè)維度。系統(tǒng)梳理新時(shí)期公務(wù)員的職業(yè)壓力和風(fēng)險(xiǎn)的影響因素,是有效緩解公務(wù)員職業(yè)壓力、規(guī)避公務(wù)員職業(yè)風(fēng)險(xiǎn)的基本前提。在此基礎(chǔ)上,公務(wù)員職業(yè)壓力化解和風(fēng)險(xiǎn)規(guī)避的途徑和方法,則涉及到公務(wù)員個(gè)體和組織管理兩個(gè)層面,前者主要包括優(yōu)化職業(yè)選擇、提升職業(yè)素養(yǎng)、調(diào)適職業(yè)心理、恪守職業(yè)倫理等,后者主要包括量才適用、前瞻預(yù)防、制度優(yōu)化等。公務(wù)員職業(yè)壓力化解和風(fēng)險(xiǎn)規(guī)避,有助于推進(jìn)公務(wù)員職業(yè)管理體系的改進(jìn)和公務(wù)員個(gè)體履職效能的提升,有助于推動(dòng)政府治理體系和治理能力現(xiàn)代化。
[Abstract]:After the 18th National Congress of the Party, with the economic and social development of our country entering a new period of comprehensive deepening reform, the professional status of the civil servants in our country has become a focus issue of social concern. The corresponding professional management system of civil servants has also entered the key stage of deepening the reform. Occupational pressure and risk derived from organizational structure and social evaluation are the key factors of civil servants' occupational risk. Based on pest model analysis, the changes of economic and social environment, the reform of government system, the career choice of civil servants and their personal qualities constitute many dimensions of influencing factors of civil servants' occupational pressure and risk. It is the basic premise of effectively alleviating the occupational pressure of civil servants and avoiding the occupational risks of civil servants to systematically comb the professional pressure and risk factors of civil servants in the new period. On this basis, the approaches and methods of resolving occupational stress and evading risks of civil servants are related to the two levels of individual and organizational management of civil servants. The former mainly includes optimizing career choice, promoting professional accomplishment and adjusting professional psychology. Abide by professional ethics, the latter mainly includes the ability to apply, prospective prevention, system optimization. It is helpful to promote the improvement of the civil servants' professional management system and the efficiency of the civil servants' individual performance, and to promote the modernization of the government's governance system and governance ability.
