【摘要】：對(duì)于社區(qū)志愿服務(wù),民政部給出定義如下:“社區(qū)志愿服務(wù)是社會(huì)組織和個(gè)人志愿用自身的時(shí)間、技能等資源,在社區(qū)為居民和社區(qū)慈善事業(yè)、公共事業(yè)提供幫助和服務(wù)的行為”。隨著重慶市政府的職能逐漸轉(zhuǎn)變,同時(shí)重慶市社區(qū)建設(shè)進(jìn)程日益加快,社區(qū)志愿服務(wù)正向社區(qū)公共服務(wù)的一種重要組織形式演變。它不但滿足了社區(qū)居民的基本需求,也使社區(qū)鄰里關(guān)系更加和諧,倡導(dǎo)了良好的社會(huì)風(fēng)尚,為和諧社會(huì)的建設(shè)打下了堅(jiān)實(shí)可靠的基礎(chǔ)。目前針對(duì)社區(qū)志愿服務(wù)的研究多集中在社區(qū)志愿服務(wù)的必要性研究、社區(qū)志愿服務(wù)的管理機(jī)制研究、居民參與社區(qū)服務(wù)的影響因素研究以及社區(qū)志愿服務(wù)的發(fā)展路徑研究等方面。本文通過(guò)探討重慶市社區(qū)志愿服務(wù)現(xiàn)狀及存在的問(wèn)題,有助于彌補(bǔ)政府和社會(huì)對(duì)當(dāng)今弱勢(shì)群體關(guān)懷的不足之處,促進(jìn)社區(qū)服務(wù)的發(fā)展,同時(shí)也有助于社會(huì)工作者在社區(qū)的范圍內(nèi)整合資源,有效的組織和帶動(dòng)社區(qū)志愿服務(wù)。本文以重慶市社區(qū)志愿服務(wù)的發(fā)展現(xiàn)狀為研究對(duì)象,通過(guò)對(duì)社區(qū)居委會(huì)、社工站的走訪調(diào)查和網(wǎng)絡(luò)信息的收集,了解目前社區(qū)開(kāi)展志愿服務(wù)的主要提供者、主要活動(dòng)內(nèi)容及開(kāi)展方式,并按照相關(guān)理論對(duì)其類型進(jìn)行劃分,且總結(jié)分析。結(jié)合分析結(jié)果,選擇社區(qū)進(jìn)行案例分析,并對(duì)社區(qū)志愿者、居委會(huì)成員、社區(qū)居民進(jìn)行訪談,發(fā)現(xiàn)目前重慶市社區(qū)志愿服務(wù)發(fā)展過(guò)程中存在社區(qū)志愿服務(wù)參與比例低,社區(qū)志愿服務(wù)內(nèi)容單一,社區(qū)志愿服務(wù)缺乏針對(duì)性,社區(qū)志愿服務(wù)形式化、行政化這四個(gè)方面的問(wèn)題,針對(duì)這些問(wèn)題分析造成問(wèn)題的成因并提出對(duì)策與建議。
[Abstract]:The Ministry of Civil Affairs defines community volunteerism as follows: "Community volunteerism is a process in which social organizations and individuals volunteer to use their own resources, such as time, skills, and so on, for the benefit of residents and community philanthropy in the community." The act of providing help and services by public utilities. " With the gradual transformation of the functions of Chongqing Municipal Government and the acceleration of the process of community construction in Chongqing, community voluntary service is evolving into an important organizational form of community public service. It not only meets the basic needs of the community residents, but also makes the community neighborhood relations more harmonious, advocates the good social custom, and lays a solid and reliable foundation for the construction of the harmonious society. At present, the research on community volunteerism focuses on the necessity of community voluntary service, the management mechanism of community voluntary service. The research on the influencing factors of residents' participation in community service and the development path of community voluntary service. This paper discusses the present situation and existing problems of community voluntary service in Chongqing, which is helpful to make up for the deficiency of the government and society in caring for the vulnerable groups and to promote the development of community service. It also helps social workers integrate resources within the community and effectively organize and motivate community volunteerism. In this paper, the development of community voluntary service in Chongqing as the research object, through the community neighborhood committee, social work station visit investigation and network information collection, to understand the current community volunteer service providers, The main activities and ways of development, and according to the relevant theory of its classification, and summarized and analyzed. According to the analysis results, the author chooses the community to carry on the case analysis, and carries on the interview to the community volunteer, the neighborhood committee member, the community resident, finds the community volunteer service participation proportion is low in the Chongqing community voluntary service development process at present. The content of community voluntary service is single, the community voluntary service lacks pertinence, the community voluntary service is formalized and administrated, and the causes of these problems are analyzed, and the countermeasures and suggestions are put forward.
