【摘要】：隨著我國(guó)行政體制改革的不斷深入,應(yīng)運(yùn)而生了一種綜合性政府服務(wù)機(jī)構(gòu)——行政服務(wù)中心。20世紀(jì)90年代末,行政服務(wù)中心在我國(guó)浙江興起,并很快被全國(guó)各地復(fù)制。行政服務(wù)中心借鑒了西方“一站式”政府的運(yùn)作方式,并在本土化過(guò)程中進(jìn)行逐步完善。在這個(gè)過(guò)程中,政府不斷加大簡(jiǎn)政放權(quán)的力度,行政服務(wù)中心自身也在不斷完善部門(mén)、人員和中心整體的建設(shè)。但由于行政服務(wù)中心在我國(guó)發(fā)展時(shí)間不長(zhǎng)、政府部門(mén)根深蒂固的官僚習(xí)氣的影響等原因,其依然存在各種各樣的問(wèn)題,影響地方政府發(fā)揮公共服務(wù)的職能。因此,本文將引入一種新的整體性質(zhì)量管理理念——全面質(zhì)量管理。本文所討論的行政服務(wù)中心全面質(zhì)量管理既是一種整體性的對(duì)策研究,也包括對(duì)全面質(zhì)量管理作為一種理念、工具的研究。本文認(rèn)為,行政服務(wù)中心的不完善不能歸咎與某一個(gè)因素,而是在其運(yùn)作過(guò)程中的每一個(gè)相關(guān)因素各自都存在問(wèn)題,相互間也存在問(wèn)題,因此,引入全面質(zhì)量管理的理念和方法。本文通過(guò)介紹全面質(zhì)量管理的內(nèi)涵、原則,分析了其在我國(guó)地方政府部門(mén)及行政服務(wù)中心應(yīng)用的不足及原因,提出了全面質(zhì)量管理在我國(guó)地方政府行政服務(wù)中心的組織文化、組織結(jié)構(gòu)、組織機(jī)制以及網(wǎng)絡(luò)平臺(tái)方面的應(yīng)用途徑以及保障建議。
[Abstract]:With the deepening of administrative system reform in our country, a comprehensive governmental service organization, Administrative Service Center (ASC), emerged at the end of the 1990s, and the Administrative Service Center (ASC) rose in Zhejiang Province, and was soon replicated all over the country. The administrative service center draws lessons from the western "one-stop" government operation mode, and gradually consummates in the localization process. In this process, the government constantly increases the power of decentralization, and the administrative service center itself is constantly improving the construction of departments, personnel and the center as a whole. However, due to the lack of development of administrative service center in China and the influence of bureaucratic habits deeply rooted in government departments, there are still various problems affecting the function of local government in public service. Therefore, this paper will introduce a new holistic quality management concept-Total quality Management. The total quality management of administrative service center discussed in this paper is not only a kind of holistic countermeasure research, but also includes the research of total quality management as a kind of concept and tool. This paper argues that the imperfections of the administrative service center cannot be attributed to a single factor, but that each of the relevant factors in the course of its operation has its own problems and problems with each other. Introduce the concept and method of TQM. By introducing the connotation and principle of TQM, this paper analyzes the deficiency and reasons of its application in local government departments and administrative service centers in China, and puts forward the organizational culture of TQM in the administrative service centers of local governments in China. Organization structure, organization mechanism and network platform application ways and guarantee suggestions.
