【摘要】：隨著社會發(fā)展,腐敗的危害得到深刻認識,腐敗問題日益突出并亟需解決。多年來,我國反腐工作取得一定成績,許多貪污腐化分子得到制裁,廉潔政府建設(shè)得到很大進展。但總的來說,我國反腐敗形勢仍然嚴峻,腐敗問題仍束縛著中國的發(fā)展。在與腐敗作斗爭的過程中,人們意識到,僅僅靠政府開展反腐敗斗爭是不夠的,需要公民社會、私人部門等力量的支持和作用。新一屆中國政府提出推進國家治理體系和治理能力現(xiàn)代化,符合我國政治社會發(fā)展規(guī)律,有利于推進我國社會主義現(xiàn)代化發(fā)展。公共改革的方向從以政府為中心的“統(tǒng)治”逐步實現(xiàn)以多主體共同參與為特征的“治理”。我國廉潔政府建設(shè)過程存在的困境是管理主體單一、信息公開不足、責(zé)任承擔(dān)不明和崇廉思想遺失等,而公民參與意識增強,公民社會的崛起為我國廉潔政府建設(shè)變革提供了現(xiàn)實動力。治理與善治理論改變了傳統(tǒng)政府行政方式,而善治就是要政府與公民社會合作治理,以獲得公共利益最大化,是政府與公民對社會政治事務(wù)的協(xié)同治理,該理論為中國廉潔政府建設(shè)提供了一種新范式。本文通過全面研究國內(nèi)外政府善治理論和廉潔政府理論,結(jié)合國外廉潔政府建設(shè)的經(jīng)驗,分析了中國廉潔政府建設(shè)歷程并進行反思。同時,以中國具體實際情況為落腳點,從政府善治的視角對我國廉潔政府建設(shè)現(xiàn)狀進行了較為全面分析,詳細闡述了政府廉潔政府建設(shè)中存在的困境,之后提出了推動我國廉潔政府建設(shè)的現(xiàn)實動力。最后以政府善治原則為指導(dǎo),提出在新時期推動我過廉潔政府建設(shè)的路徑選擇。
[Abstract]:With the development of society, the harm of corruption has been deeply recognized, and the problem of corruption is increasingly prominent and urgently needed to be solved. Over the years, China has made some achievements in anti-corruption work, many corrupt elements have been sanctioned, and the construction of clean government has made great progress. But in general, China's anti-corruption situation is still grim, corruption still constrains the development of China. In the process of fighting corruption, people realize that it is not enough to rely on the government to fight against corruption, and it needs the support and role of civil society, private sector and other forces. The new Chinese government has proposed to promote the modernization of national governance system and governance ability, which conforms to the law of political and social development of our country and is conducive to promoting the development of socialist modernization in our country. The direction of public reform is from government-centered "rule" to "governance" characterized by multi-subject participation. The difficulties in the construction process of clean government in China are that the main body of management is single, the information is not open, the responsibility is unknown and the thought of respecting honesty is lost, and the citizen's consciousness of participation is enhanced. The rise of civil society provides a realistic impetus for the construction and reform of clean government in China. The theory of governance and good governance has changed the traditional mode of government administration, and good governance is to make the government and the civil society cooperate in governance in order to maximize the public interest, and it is the cooperative governance of the government and the citizen to the social and political affairs. This theory provides a new paradigm for the construction of clean government in China. By studying the theory of good governance and the theory of clean government at home and abroad and combining the experience of the construction of clean government in foreign countries, this paper analyzes the course of the construction of clean government in China and makes a reflection on it. At the same time, based on the actual situation of China, this paper makes a comprehensive analysis of the current situation of the construction of clean government in China from the perspective of good government, and expounds in detail the difficulties existing in the construction of clean government. After that, it puts forward the realistic motive force to promote the construction of clean government in our country. Finally, under the guidance of the principle of good governance of government, this paper puts forward the path choice of promoting the construction of clean government in the new period.
