【摘要】：國(guó)家追求全面發(fā)展的目標(biāo),以及日漸融入世界并快速崛起的現(xiàn)狀,催生了對(duì)陸地邊疆前所未有的期待。陸地邊疆及其治理對(duì)國(guó)家全面發(fā)展和崛起目標(biāo)實(shí)現(xiàn)的影響日漸突出。這樣的現(xiàn)實(shí)導(dǎo)致了陸地邊疆治理在國(guó)家治理中的地位和對(duì)國(guó)家發(fā)展的意義空前凸顯。陸地邊疆有可能成為國(guó)家發(fā)展的新增長(zhǎng)極。然而,傳統(tǒng)的邊疆治理架構(gòu)和邊疆治理實(shí)踐,并未為今天的陸地邊疆治理創(chuàng)造并提供必要的資源條件。今天的陸地邊疆治理面臨著治理資源不足的困擾。經(jīng)濟(jì)資源匱乏、社會(huì)資源短缺、政治資源不足等,已經(jīng)對(duì)全面加強(qiáng)陸地邊疆治理形成掣肘,致使陸地邊疆治理的目標(biāo)難以達(dá)成,制約了陸地邊疆新功能的形成和發(fā)揮。然而,綜合國(guó)力已經(jīng)全面提升的中國(guó),完全有條件和能力投入更加的資源于陸地邊疆治理,進(jìn)而全面改善陸地邊疆治理的資源支持狀況。在此條件下,突破陸地邊疆治理的資源困境的關(guān)鍵在于,以新的視野和立足點(diǎn)來(lái)看待陸地邊疆,以改革創(chuàng)新的思維在陸地邊疆治理問(wèn)題上做出合理的戰(zhàn)略選擇和策略選擇。
[Abstract]:The state's pursuit of comprehensive development, as well as its gradual integration into the world and its rapid rise, gave rise to unprecedented expectations for the land frontier. The influence of land frontier and its governance on the realization of the goal of national development and rise is becoming more and more prominent. Such reality has led to the status of land border governance in national governance and unprecedented significance to national development. The land frontier is likely to become a new pole of growth for the country. However, the traditional border governance structure and the practice of border governance have not created and provided the necessary resource conditions for today's land border governance. Today's land border management is faced with the problem of inadequate governance resources. The shortage of economic resources, social resources and political resources has restricted the overall strengthening of land border governance, which makes it difficult to achieve the goal of land frontier governance, and restricts the formation and play of the new functions of land border areas. However, the comprehensive national strength has been comprehensively enhanced in China, which is fully qualified and able to invest more resources in land border governance, and then improve the state of resource support of land border governance in an all-round way. Under this condition, the key to break through the resource dilemma of land frontier governance lies in the view of land frontier with new vision and foothold, and make reasonable strategic choice and strategy choice on land frontier governance with the thinking of reform and innovation.
