區(qū)鎮(zhèn)聯(lián)動視角下的順德簡政強鎮(zhèn)改革研究

【摘要】:2009年以來,順德簡政強鎮(zhèn)改革達到了新的歷史高度,引起了眾多專家學者及政府官員的廣泛關(guān)注,并以此為序幕拉開了新一輪的簡政強鎮(zhèn)改革。此輪改革的著力點仍然是機構(gòu)改革,涉及到了機構(gòu)的調(diào)整、職能的整合及上下級權(quán)力的優(yōu)化,牽扯到了省市區(qū)三級的利益分配和區(qū)鎮(zhèn)之間的矛盾協(xié)調(diào),其影響極其深遠。從改革的方式來看,機構(gòu)調(diào)整的大方向是推行大部門體制,將職能相近或相同的部門及機構(gòu)合并,但在改革的過程中又進行了動態(tài)的調(diào)整,如拆分或新組建部門;職能的整合主要立足于區(qū)鎮(zhèn)之間的關(guān)系,內(nèi)外兼修,既有內(nèi)部職能的整合,也有外部上下級之間、同級部門之間職能的劃分;而權(quán)力的優(yōu)化則是區(qū)鎮(zhèn)之間的權(quán)力劃分,既要滿足區(qū)宏觀調(diào)控的職能,又不能限制鎮(zhèn)的發(fā)展。本研究站在區(qū)一級政府的維度,以區(qū)鎮(zhèn)之間的聯(lián)動為核心,試圖通過研究順德簡政強鎮(zhèn)改革的舉措及內(nèi)外因素,挖掘制約其改革發(fā)展的原因。由外及內(nèi)地分析其改革的困境,既受到了外部權(quán)力下放的制約,又有內(nèi)部利益的爭奪;既有體制性的問題,也有自身發(fā)展不足的影響,歸根結(jié)底還是職責同構(gòu)下的體制慣性及其政府運作機制障礙引發(fā)的內(nèi)外矛盾難以調(diào)和。筆者針對改革的困境,結(jié)合國外的政府治理理念,引入職責異構(gòu)的理論視角。引進職責異構(gòu)并不是為了否定職責同構(gòu),而是著眼于改革的實際,多角度多層面的考慮改革的步驟,理順各級政府的職責,優(yōu)化縱向政府間的關(guān)系,盡可能將區(qū)鎮(zhèn)的職能差異化,合理配置區(qū)鎮(zhèn)職能;然后從機構(gòu)改革入手,推進政府縱向結(jié)構(gòu)的演變,從結(jié)構(gòu)上改變上下級職能交錯、重復管理的困境,進一步強化鎮(zhèn)一級的管理能力;進而對上下級權(quán)力進行合理調(diào)配,使區(qū)與鎮(zhèn)不再是簡單的上下級關(guān)系,根據(jù)內(nèi)部事務(wù)管理的需要調(diào)配兩者權(quán)力的大小,為進一步改革謀求新的改革思路及對策。
[Abstract]:Since 2009, the reform of Shunde Jianzheng town has reached a new historical height, which has aroused the widespread concern of many experts and government officials, and it has opened a new round of the reform of simple government and strong town as the prelude. The focus of this round of reform is still institutional reform, which involves the adjustment of the organization, the integration of functions and the optimization of the power between the upper and lower levels, and involves the distribution of interests at the three levels of the province, city and city, and the contradiction and coordination between the districts and towns, which has a far-reaching impact. From the way of reform, the main direction of institutional adjustment is to carry out the system of large departments and merge the departments and institutions with similar functions or the same functions, but in the process of reform, dynamic adjustment has been carried out, such as split or newly formed departments; The integration of functions is mainly based on the relationship between the districts and towns, and the internal and external revision, including the integration of the internal functions, the division of functions between the external upper and lower levels and the departments at the same level, while the optimization of the power is the division of the power between the districts and towns. Must satisfy the district macro-control function, but also cannot limit the town's development. This research stands in the dimension of district level government, taking the linkage between districts and towns as the core, attempts to explore the reasons of restricting its reform and development by studying the measures and internal and external factors of the reform in Shunde. The analysis of the plight of its reform from the outside and the interior is not only restricted by the external decentralization of power, but also contested by its internal interests. There are institutional problems as well as the influence of its own underdevelopment. In the final analysis, it is difficult to reconcile the internal and external contradictions caused by the institutional inertia under the isomorphic structure and the obstacles of the government operation mechanism. In view of the dilemma of reform and the concept of government governance abroad, the author introduces the theory of heterogeneous responsibilities. The purpose of introducing heterogeneous responsibilities is not to negate the isomorphism of duties, but to focus on the reality of reform, to consider the steps of reform from many angles and levels, to rationalize the responsibilities of governments at all levels, and to optimize the relationship between vertical governments. As far as possible, the functions of the district and town should be differentiated, and the functions of the district and town should be rationally allocated. Further strengthen the management ability at the township level, and then rationally allocate the power between the upper and lower levels, so that the district and the town are no longer a simple relationship between the upper and lower levels, and allocate their powers according to the needs of internal affairs management, To seek new reform ideas and countermeasures for further reform.
