【摘要】：政府購(gòu)買(mǎi)居家養(yǎng)老服務(wù),對(duì)于推進(jìn)政府職能轉(zhuǎn)變、建設(shè)公共服務(wù)型政府,提高公共財(cái)政的使用效率,改善老年人的生活狀況,促進(jìn)和諧社會(huì)建設(shè)具有重要的理論和實(shí)踐意義。當(dāng)前,政府購(gòu)買(mǎi)居家養(yǎng)老服務(wù)作為解決我國(guó)養(yǎng)老問(wèn)題的有效方法已成為理論界和政府部門(mén)的共識(shí),為此,各地先后出臺(tái)政府購(gòu)買(mǎi)居家養(yǎng)老服務(wù)政策,積極開(kāi)展政府購(gòu)買(mǎi)居家養(yǎng)老服務(wù)工作。但實(shí)施情況如何,這項(xiàng)工作如何才能有效地開(kāi)展下去,這些問(wèn)題都還需要進(jìn)行進(jìn)一步研究。本文以徐州市政府購(gòu)買(mǎi)居家養(yǎng)老服務(wù)為研究對(duì)象,運(yùn)用實(shí)證分析法和文獻(xiàn)研究法,發(fā)現(xiàn)徐州市的閃光點(diǎn)和不足之處,也為其他城市政府購(gòu)買(mǎi)居家養(yǎng)老服務(wù)工作提供比較和參考。本文在系統(tǒng)分析了政府購(gòu)買(mǎi)居家養(yǎng)老服務(wù)相關(guān)理論后,對(duì)徐州市政府購(gòu)買(mǎi)居家養(yǎng)老服務(wù)現(xiàn)狀進(jìn)行調(diào)查,總結(jié)出徐州市政府購(gòu)買(mǎi)居家養(yǎng)老服務(wù)實(shí)施過(guò)程中存在的問(wèn)題,如法律政策不健全、監(jiān)督機(jī)制不完善、服務(wù)內(nèi)容單一、資金投入不足等,并分析了徐州市政府購(gòu)買(mǎi)居家養(yǎng)老服務(wù)存在這些問(wèn)題的原因,包括經(jīng)濟(jì)發(fā)展水平的制約、政府角色定位模糊、社會(huì)認(rèn)知存在偏差等方面。本文最后從健全相關(guān)法律政策、完善監(jiān)督機(jī)制、完善購(gòu)買(mǎi)服務(wù)體系和增加財(cái)政投入等方面,提出改善徐州市政府購(gòu)買(mǎi)居家養(yǎng)老服務(wù)的對(duì)策建議。
[Abstract]:It is of great theoretical and practical significance for the government to purchase the services for the aged at home, to promote the transformation of government functions, to build a public service-oriented government, to improve the efficiency of the use of public finance, to improve the living conditions of the elderly, and to promote the construction of a harmonious society. At present, it has become the consensus of the theoretical circle and the government department that the government buys the family old-age service as an effective method to solve the problem of the aged in our country. For this reason, the local governments have successively introduced the policy of purchasing the home old-age care service. Actively carry out the government to purchase home pension services. However, the implementation and how the work can be carried out effectively need further study. This article takes Xuzhou municipal government to purchase the home endowment service as the research object, uses the empirical analysis method and the literature research method, discovers the Xuzhou bright spot and the insufficiency, also provides the comparison and the reference for other cities government to purchase the home endowment service work. After systematically analyzing the relevant theories of government purchase of home pension service, this paper investigates the current situation of Xuzhou municipal government buying home pension service, and summarizes the problems existing in the implementation of Xuzhou municipal government purchase home pension service. If the legal policy is not perfect, the supervision mechanism is not perfect, the service content is single, the fund investment is insufficient and so on, and has analyzed the Xuzhou municipal government purchase home endowment service existence these problems, including the economic development level restriction, The position of government role is vague, the social cognition exists deviation and so on. Finally, from the aspects of perfecting the relevant laws and policies, perfecting the supervision mechanism, perfecting the purchasing service system and increasing the financial input, the paper puts forward the countermeasures and suggestions to improve the Xuzhou municipal government's purchase of the home pension service.
