內蒙古公務接待改革問題研究

【摘要】:公務接待,原本是黨政機關運用其接待職能,對公務關系客體實施政治、經濟、文化和軍事的公務活動的過程,既保證了黨政機關公務活動的順利開展,又促進了經濟建設與文化交流。但是,近年來,公務接待已經成為一部分官職和公職人員貪污腐敗、謀求私利的手段,公款吃喝,公車私用,公款旅游,這些惡習既損害了黨和國家的利益,更嚴重影響了黨政機關在百姓心中的形象。十八大以來,公務接待改革在中央及各地相繼展開,本文以內蒙古自治區(qū)公務接待改革為樣本,結合國內外公務接待的理論研究及實際現(xiàn)狀,分析其改革的必要性,探討其改革現(xiàn)狀與問題成因,進而探尋符合內蒙古特色的公務接待改革的具體路徑。十八大以來,歷經兩年多實踐,內蒙古自治區(qū)公務接待改革取得了一定的成效,公務接待行為更加規(guī)范,公務接待費用大幅度降低,勤儉、節(jié)約、高效的觀念漸漸深入人心,接待環(huán)境得到顯著凈化。在改革取得成績的同時,仍存在諸多弊端與問題,“有章不循”現(xiàn)象依然存在;部分人員思想認識模糊,觀念消極落后;職能單一,合作交流職能沒有發(fā)揮;公務接待未能找到一個既符合政策規(guī)定,又能體現(xiàn)出內蒙古特色的結合點。因此,公務接待改革要樹立現(xiàn)代化的理念,規(guī)范公務接待規(guī)程,完善各項制度,深化合作交流職能,探尋既符合勤儉節(jié)約又體現(xiàn)民族特色的接待方式,全面打造富有內蒙古特色的接待品牌。
[Abstract]:Public service reception, which is the process of carrying out political, economic, cultural and military affairs of the object of public affairs by the party and the government organs, has not only ensured the smooth development of the public affairs of the party and the government, but also promoted the economic construction and cultural exchange. However, in recent years, the public service has become a part of the official position and the public service. Corruption and corruption, the means of seeking private benefits, public money eating and drinking, private use of buses, public money tourism, which not only damaged the interests of the party and the state, but also seriously affected the image of the party and government organs in the hearts of the people. Since eighteen, the reform of public service has been opened in the central and local areas. This article takes the reform of the the Inner Mongolia Autonomous Region public service as a sample, According to the theoretical research and actual situation of public service reception at home and abroad, this paper analyzes the necessity of its reform, probes into the present situation and causes of the problems, and then explores the specific path of the reform of public service in accordance with the characteristics of Inner Mongolia. Since the eighteen years, the reform of the official reception of the Inner Mongolia Autonomous Region has achieved certain achievements and has made certain achievements in public affairs. The reception behavior is more standard, the cost of public service is greatly reduced, the concept of thrift, saving and efficiency has become deeply rooted in the people's mind, and the reception environment has been greatly purified. The function of cooperation and exchange has not been brought into play; the official reception can not find a combination point that meets both the policy and the characteristics of the Inner Mongolia. Therefore, the reform of public service should set up a modern concept, standardize the public service regulations, improve the system, deepen the communication function, and explore the economy and the nation. The characteristic reception mode will fully build the brand with Inner Mongolia characteristics.
