【摘要】：當(dāng)前,建構(gòu)網(wǎng)絡(luò)空間全球治理體系是學(xué)術(shù)界和國際社會討論的熱點話題。然而,建構(gòu)網(wǎng)絡(luò)空間全球治理體系國際合作框架和運行機制的實踐并沒有取得實質(zhì)性的進展,其進程仍然舉步維艱、任重道遠。究其原因,主要在于國際社會對于建構(gòu)網(wǎng)絡(luò)空間全球治理體系的核心問題沒有達成價值共識。顯然,網(wǎng)絡(luò)空間全球治理問題是人類在網(wǎng)絡(luò)化信息化時代由于技術(shù)化虛擬化生存才出現(xiàn)的社會問題。所以,追根溯源,網(wǎng)絡(luò)空間全球治理首先需要確立技治主義理念的合理性。在技治主義語境中,以開放性、共享性、民主性、合作性、公正性、秩序性等價值共識為基礎(chǔ)和前提,建構(gòu)責(zé)任和風(fēng)險共擔(dān)的網(wǎng)絡(luò)空間全球治理體系。在這一體系中,中國應(yīng)該本著量力而行、合作共贏、共享共治的原則,堅持在建構(gòu)平等、互利、尊重、和諧的網(wǎng)絡(luò)空間全球治理國際秩序的框架下,承擔(dān)適度的倫理責(zé)任和分擔(dān)相應(yīng)的治理風(fēng)險。
[Abstract]:At present, the construction of cyberspace global governance system is a hot topic in academia and international community. However, the practice of constructing the international cooperation framework and operating mechanism of global cyberspace governance system has not made substantial progress. The main reason is that the international community has not reached a value consensus on the core issue of constructing the global governance system of cyberspace. Obviously, the problem of global governance of cyberspace is a social problem that human beings only exist because of the virtualization of technology in the era of network information. Therefore, to trace back to the source, cyberspace global governance needs to establish the rationality of the concept of technology governance. In the context of technology governance, based on the value consensus of openness, sharing, democracy, cooperation, fairness and order, the system of global governance of cyberspace with shared responsibility and risk is constructed. In this system, China should adhere to the principle of acting within its means, cooperating with one another, and sharing common governance, and adhering to the framework of building an international order of global governance in cyberspace that is equal, mutually beneficial, respectful and harmonious. Take appropriate ethical responsibility and share the corresponding governance risks.
