煤礦突發(fā)事件應(yīng)急管理系統(tǒng)研究

【摘要】:煤炭資源對(duì)我國(guó)社會(huì)和經(jīng)濟(jì)的發(fā)展起到舉足輕重的作用,然而煤炭生產(chǎn)條件惡劣,生產(chǎn)環(huán)節(jié)復(fù)雜,煤礦突發(fā)事件頻發(fā),再加上我國(guó)煤礦應(yīng)急管理能力還相對(duì)較低,一旦發(fā)生冒頂、火災(zāi)、瓦斯爆炸等突發(fā)事件,就會(huì)造成嚴(yán)重的人員傷亡和財(cái)產(chǎn)損失,因此,,必須高度重視煤礦應(yīng)急管理。隨著信息技術(shù)的飛速發(fā)展,將先進(jìn)的科學(xué)技術(shù)與應(yīng)急管理相結(jié)合,構(gòu)建出科學(xué)、高效的應(yīng)急管理系統(tǒng)已經(jīng)成為當(dāng)前急需解決的問(wèn)題。 本文首先在事故致因理論分析的基礎(chǔ)上提出了影響煤礦突發(fā)事件發(fā)生的五大因素,并結(jié)合煤礦典型特大事故原因分析,構(gòu)建出以管理缺陷為本質(zhì)原因,人的缺陷、物的缺陷、管理缺陷、環(huán)境缺陷和信息缺陷動(dòng)態(tài)、交互的煤礦突發(fā)事件機(jī)理模型;其次,根據(jù)系統(tǒng)需求分析和設(shè)計(jì)原則,構(gòu)建出系統(tǒng)的結(jié)構(gòu)框架和功能框架,而且對(duì)預(yù)防、準(zhǔn)備、響應(yīng)、恢復(fù)四個(gè)子系統(tǒng)進(jìn)行詳細(xì)分析;最后,以同煤集團(tuán)煤峪口礦為例,應(yīng)用模型庫(kù)中的集對(duì)分析法對(duì)預(yù)警情況進(jìn)行分析,當(dāng)煤與瓦斯突出影響因素的綜合聯(lián)系度達(dá)到威脅等級(jí)時(shí),需要采取預(yù)防措施并做好準(zhǔn)備工作,當(dāng)判斷預(yù)警等級(jí)為危險(xiǎn)時(shí),系統(tǒng)快速作出決策,應(yīng)用Dijkstra算法模擬人員逃生的最佳路徑。 煤礦突發(fā)事件應(yīng)急管理系統(tǒng)的研究能夠?yàn)槊旱V突發(fā)事件準(zhǔn)確地預(yù)測(cè)和監(jiān)控,快速、及時(shí)的應(yīng)急決策和救援提供了科學(xué)的支持,完善了我國(guó)的應(yīng)急管理理論框架,同時(shí)提高了突發(fā)事件應(yīng)急決策的準(zhǔn)確性和應(yīng)急救援的有效性,實(shí)現(xiàn)科學(xué)有效的應(yīng)急管理,對(duì)煤礦生產(chǎn)具有一定的指導(dǎo)意義。
[Abstract]:Coal resources play an important role in the social and economic development of our country. However, the coal production conditions are poor, the production links are complex, the coal mine emergencies occur frequently, and the ability of coal mine emergency management is relatively low. Once roof fall, fire, gas explosion and other emergencies, will cause serious casualties and property losses, therefore, we must attach great importance to coal mine emergency management. With the rapid development of information technology, combining advanced science and technology with emergency management, it has become an urgent problem to construct a scientific and efficient emergency management system. Firstly, on the basis of the theory analysis of accident cause, this paper puts forward five major factors that influence the occurrence of coal mine emergency, and combining with the analysis of the cause of typical coal mine serious accident, constructs the essential reason of management defect, the defect of human being and the defect of material. Management defects, environmental defects and information defects dynamic, interactive coal mine emergency mechanism model. Secondly, according to the system requirements analysis and design principles, build the system structure and functional framework, and to prevent, prepare, respond, Finally, taking Tongmei Group Coal Mine as an example, using the set pair analysis method in the model base to analyze the early warning situation, when the comprehensive connection degree of the influencing factors of coal and gas outburst reaches the threat level, It is necessary to take preventive measures and make preparations. When the warning level is judged to be dangerous, the system makes a quick decision, and applies Dijkstra algorithm to simulate the best path for personnel to escape. The study of coal mine emergency management system can provide scientific support for accurate prediction and monitoring of coal mine emergencies, rapid and timely emergency decision and rescue, and improve the theoretical framework of emergency management in China. At the same time, it improves the accuracy of emergency decision and the effectiveness of emergency rescue, realizes scientific and effective emergency management, and has certain guiding significance for coal mine production.
