【摘要】：[目的/意義]非常規(guī)突發(fā)事件由于其不可預(yù)測(cè)性,給政府應(yīng)急決策與管理工作帶來了很大的困難。為了推進(jìn)突發(fā)事件的信息提取與共享,提高歷史案例的利用效率,提出一種新的方法。[方法/過程]通過對(duì)非常規(guī)突發(fā)事件的應(yīng)急知識(shí)管理分析,給出了基于本體模型的案例推理的應(yīng)急決策方法。采用本體模型提取出實(shí)例中公共知識(shí),為實(shí)例與本體模型建立聯(lián)系。并為實(shí)例的動(dòng)態(tài)情景描述建立事件鏈,給出事件鏈的匹配計(jì)算方法。[結(jié)果/結(jié)論]該方法提高了知識(shí)的共享程度,同時(shí)解決了"情景-應(yīng)對(duì)"型決策的情景描述與匹配問題,對(duì)非常規(guī)突發(fā)事件快速生成解決方案具有較大的參考價(jià)值和現(xiàn)實(shí)意義。
[Abstract]:[objective / significance] unconventional emergencies, because of their unpredictability, bring great difficulties to government emergency decision-making and management. In order to promote the information extraction and sharing of emergencies, and improve the utilization efficiency of historical cases, This paper proposes a new method. [method / process] by analyzing the emergency knowledge management of unconventional emergencies, an emergency decision method based on ontology model is presented. The ontology model is used to extract the common knowledge in an instance. The relation between the case and the ontology model is established, and the event chain is established for the dynamic scenario description of the case, and the method for calculating the matching of the event chain is given. [result / conclusion] this method improves the degree of knowledge sharing. At the same time, the problem of scenario description and matching of "situation-response" decision is solved, which is of great reference value and practical significance to the rapid generation of unconventional emergencies.
