【摘要】：黨的十八屆三中全會通過的《中共中央關(guān)于全面深化改革若干重大問題的決定》要求通過改革創(chuàng)新,實現(xiàn)從社會管理向社會治理的轉(zhuǎn)變。我國正處于經(jīng)濟轉(zhuǎn)軌、社會轉(zhuǎn)型的關(guān)鍵時期,各種利益訴求不斷、各種社會矛盾凸顯,使得社會治理已上升至國家戰(zhàn)略層面。地方人民政協(xié)作為開展政治協(xié)商、民主監(jiān)督和參政議政的政治組織,理應(yīng)在社會治理中發(fā)揮一定的作用,而天津市作為我國環(huán)渤海經(jīng)濟圈中的重要城市,天津市人民政協(xié)也已經(jīng)開啟了參與社會治理的實踐,為社會治理做出了貢獻。 本文以天津市人民政協(xié)參與社會治理問題為研究對象,共分為四個部分。第一部分從理論和實踐兩個層面指出地方人民政協(xié)是社會治理的重要參與主體。政府主導(dǎo)的社會治理需要多元主體參與,是政府主導(dǎo)的社會互動過程。而人民政協(xié)作為我國愛國統(tǒng)一戰(zhàn)線組織,也必定是參與社會治理的重要力量。而且地方人民政協(xié)所具有的凝心聚力的性質(zhì)優(yōu)勢、界別組織的結(jié)構(gòu)優(yōu)勢、民主協(xié)商的功能優(yōu)勢和聯(lián)系廣泛的渠道優(yōu)勢,也為地方人民政協(xié)參與社會治理奠定了基礎(chǔ),提供了重要保障,并已經(jīng)在社會治理實踐中發(fā)揮了重要作用。文章第二部分根據(jù)天津市人民政協(xié)參與社會治理的實際情況,用案例及相應(yīng)數(shù)據(jù)闡述天津市人民政協(xié)參與社會治理的經(jīng)驗,總結(jié)出天津市人民政協(xié)參與社會治理的四個主要途徑：專題協(xié)商、對口協(xié)商、界別協(xié)商和提案辦理協(xié)商,并在現(xiàn)有研究成果及實踐成果的基礎(chǔ)上,挖掘出天津市人民政協(xié)參與社會治理的內(nèi)在潛力,把握好天津市人民政協(xié)參與社會治理的發(fā)展趨勢及要求。第三部分在了解了天津市人民政協(xié)參與社會治理的具體做法的基礎(chǔ)上,找出天津市人民政協(xié)參與社會治理過程中存在的問題,并進行原因分析。第四部分針對存在的問題,為天津市人民政協(xié)更廣泛、更深入地參與社會治理提出改進建議。在未來工作中,天津市人民政協(xié)要把參與社會治理作為履職重點,把社會治理納入?yún)f(xié)商議題；促進社會協(xié)同和公眾參與,助推社會治理格局完善；加強調(diào)研,促進重大政府主導(dǎo)的社會治理決策民主化、科學(xué)化；深入基層深入群眾,構(gòu)筑溝通平臺,有效傳遞群眾呼聲；擴大社會各界別有序政治參與,營造良好的社會氛圍。
[Abstract]:The party in the third Plenary Session of the 18th CPC Central Committee through the "CPC Central Committee on deepening reform of the overall number of major issues in the decision > requirements through reform and innovation, to realize the transformation of governance from the social management to the society. Our country is in economic transition, the critical period of social transformation, various interests constantly, various social contradictions, which has risen to national social governance the strategic level. Local people's Political Consultative Conference for political consultation, democratic supervision and participation in the political organization, should play a role in social governance, and the city of Tianjin as China's important city of Bohai economic circle, Tianjin city CPPCC has also opened a practice to participate in social governance, make a contribution to the society governance.
This paper takes Tianjin city CPPCC to participate in social governance as the research object, is divided into four parts. The first part from two aspects of theory and practice and points out that the local CPPCC is an important subject in social governance. Government led social governance need multiple subjects involved in social interaction process led by the government. But as the Chinese people's Political Consultative Conference China's patriotic united front organization, must be an important force to participate in community governance. And the local CPPCC has ningxinjuli nature advantage, advantage constituency organization, function advantage and contact of deliberative democracy extensive channel advantages, but also laid the foundation for the local people's political participation in social governance, provides an important safeguard.
