【摘要】：行政價(jià)值觀是公共行政之魂,是行政主體進(jìn)行行政行為判斷的標(biāo)尺和選擇的準(zhǔn)則,影響著行政行為方向和行政目標(biāo)的確立,是政府績(jī)效評(píng)估實(shí)踐的價(jià)值先導(dǎo);政府績(jī)效評(píng)估作為政府管理的一個(gè)有效工具,可以切實(shí)改變公務(wù)員工作作風(fēng),有效提升政府效率,提高政府服務(wù)公眾的能力,是行政價(jià)值觀實(shí)現(xiàn)的載體。政府績(jī)效評(píng)估體系的科學(xué)構(gòu)建可以有效推進(jìn)民主政府、責(zé)任政府、高效政府、透明政府和創(chuàng)新型政府的建立,早日實(shí)現(xiàn)中華民族偉大復(fù)興的中國(guó)夢(mèng)。本文基于行政價(jià)值觀與政府績(jī)效評(píng)估兩者的內(nèi)在關(guān)系來進(jìn)行文章的構(gòu)思和寫作,并在采用了文獻(xiàn)分析法、理論與實(shí)踐相結(jié)合分析法、系統(tǒng)分析法的基礎(chǔ)上具體展開了論述。文章主要分為四大部分:第1章續(xù)論。該部分主要對(duì)本文的選題背景、意義進(jìn)行了簡(jiǎn)要介紹,同時(shí),對(duì)國(guó)內(nèi)外研究現(xiàn)狀進(jìn)行了闡述,并作簡(jiǎn)要述評(píng);交代該文的研究思路和主要內(nèi)容;闡述論文所用的研究方法與產(chǎn)生的可能創(chuàng)新之處。第2章行政價(jià)值觀與政府績(jī)效評(píng)估的相互作用。該部分先分別對(duì)行政價(jià)值觀與政府績(jī)效評(píng)估的內(nèi)涵、功能進(jìn)行論述,以為后文奠定堅(jiān)實(shí)的理論基石;接著具體分析行政價(jià)值觀與政府績(jī)效評(píng)估的內(nèi)在關(guān)系,為研究主題成立的重要一環(huán);再具體闡述了行政價(jià)值觀對(duì)政府績(jī)效評(píng)估的影響,夯實(shí)了邏輯基礎(chǔ)。第3章先進(jìn)行政價(jià)值觀的培育。該部分分別從先進(jìn)行政價(jià)值觀的結(jié)構(gòu)、內(nèi)容及培育途徑展開論述,拋磚引玉,為后文埋下伏筆。第4章以先進(jìn)的行政價(jià)值觀為導(dǎo)向優(yōu)化政府績(jī)效評(píng)估的基本思路。該部分緊扣中心議題,詳細(xì)提出在先進(jìn)的行政價(jià)值觀導(dǎo)向下構(gòu)建政府績(jī)效評(píng)估體系的基本途徑,包括科學(xué)構(gòu)建政府績(jī)效評(píng)估指標(biāo)體系、合理選擇政府績(jī)效評(píng)估主體、改進(jìn)政府績(jī)效評(píng)估方法、優(yōu)化政府績(jī)效評(píng)估內(nèi)容等內(nèi)容。結(jié)論與展望。該部分是文章的結(jié)語(yǔ)部分,在回顧全文的基礎(chǔ)上指出本文的不足和可待研究的方向。
[Abstract]:Administrative value is the soul of public administration, the criterion and criterion of administrative action judgment, which influences the establishment of administrative action direction and administrative goal, and is the value guide of the practice of government performance evaluation. As an effective tool of government management, government performance evaluation can effectively change the work style of civil servants, effectively enhance the efficiency of the government, and improve the ability of the government to serve the public. The scientific construction of government performance evaluation system can effectively promote the establishment of democratic government, responsible government, efficient government, transparent government and innovative government. Chinese Dream, who realized the great rejuvenation of the Chinese nation at an early date, based on the internal relationship between the administrative values and the government performance evaluation, has conceived and written the article, and has adopted the literature analysis method, the theory and the practice analysis method. The paper is divided into four parts: chapter 1 continuation. This part mainly introduces the background and significance of this paper, and at the same time, expounds the current research situation at home and abroad. It also gives a brief review, explains the research ideas and main contents of this paper. In chapter 2, the interaction between administrative values and government performance evaluation is discussed. This part first discusses the connotation and function of administrative values and government performance evaluation, respectively. Lay a solid theoretical foundation for the following articles; then concretely analyze the internal relationship between administrative values and government performance evaluation, as an important part of the establishment of the research theme; and then specifically explain the impact of administrative values on government performance evaluation. The third chapter is the cultivation of advanced administrative values. This part discusses the structure, content and cultivation ways of the advanced administrative values respectively. Chapter 4 takes advanced administrative values as the direction to optimize the basic thinking of government performance evaluation. The basic ways to construct the government performance evaluation system under the guidance of the advanced administrative values are put forward in detail, including the scientific construction of the government performance evaluation index system, the rational selection of the government performance evaluation subject, and the improvement of the government performance evaluation method. The conclusion and prospect. This part is the conclusion of the article. Based on the review of the full text, it points out the shortcomings of this paper and the direction to be studied.
